«Նուբարաշեն» ՔԿՀ-ի դեպքի առթիվ նշանակվել է ծառայողական քննություն

«Նուբարաշեն» քրեակատարողական հիմնարկում հոկտեմբերի 23-ի երեկոյան տեղի ունեցած դեպքի առթիվ ՀՀ արդարադատության նախարար Արփինե Հովհաննիսյանի գրության հիման վրա ՀՀ ԱՆ ՔԿՎ պետ Արթուր Օսիկյանի կողմից նշանակվել է ծառայողական քննություն:

«Հայաստանի Հանրապետության արդարադատության նախարարը ստացել է Մարդու իրավունքների պաշտպանի դիմումը: Այն ուղարկվել է ՀՀ ԱՆ Քրեակատարողական վարչություն, և նախարարի գրության հիման վրա ՔԿՎ պետի կողմից հոկտեմբերի 26-ին նշանակվել է ծառայողական քննություն»,-«Արմենպրես»-ի հետ զրույցում հայտնեց ՀՀ արդարադատության նախարարության տեղեկատվության և հասարակայնության հետ կապերի վարչության պետ Լուսինե Մարտիրոսյանը:

Հոկտեմբերի 23-ի երեկոյան իրավապաշտպան ԺաննաԱլեքսանյանը ֆեյսբուքյան իր էջում գրառում էր կատարել`ահազանգելով, որ ՔԿՎ դիմակավորված աշխատակիցներըներխուժել են «Նուբարաշեն» ՔԿՀ, և բռնություն գործադրել բանտարկյալների նկատմամբ, ինչից հետո մյուսներն իրենցբողոքն են հայտնել՝ աղմուկ-աղաղակ բարձրացնելով:

Ահազանգից անմիջապես հետո, կալանավայր են այցելել Օմբուդսմենի ներկայացուցիչները, որի վարչակազմն ասել էր, որ որևէ բռնություն չիկիրառվել: Օմբուդսմենի և իրավապաշտպանների կասկածները փարատելու համար Օմբուդսմենի նեկայացուցիչները հաջորդ օրը կրկին այցելելեն Նուբարաշենի կալանավայր: 

Ըստ Մարդու իրավունքների պաշտպանի գրասենյակի տարածած հաղորդագրության՝ Օմբուդսմենի ներկայացուցիչներն առանձնազրույց ենունեցել Նուբարաշենում գտնվող մոտ 150 ազատազրկվածի հետ, մտել են մոտ 20 խուց՝ տեղում ուսումնասիրություն անելու համար:Ազատազրկվածներից ոմանք հաստատել են, որ խուզարկության ընթացքում, լսել են տարօրինակ ձայներ,ինչից ենթադրել են, որ կիրառվում էբռնություն, իսկ մնացած ազատազրկվածները կամ հերքել են տեղեկատվությունը կամ խուսափել են պատասխանելուց:

Մարդու իրավունքների պաշտպանի գրասենյակը հոկտեմբերի 24-ին դեպքի մանրամասները ճշտելու նպատակով դիմել է Արդարադատությաննախարարություն, սեղմ ժամկետում, ակնկալելով ստանալ իրականացված գործողությունների իրավական հիմքերը՝ խուզարկությանարձանագրությունները, աշխատակիցների առկա բացատրագրերը և այլ անհրաժեշտ փաստաթղթեր, ինչպե ս նաև առաջարկ է իրականացնելծառայողական քննություն՝ իրողությունը պարզելու համար:
