ՀՀԿ վերջին խորհրդի նիստի ժամանակ Սերժ Սարգսյանը իր ելույթում, դիմելով ՀՀԿ-ական պատգամավորներին, ասել է՝ բոլոր գործերը դնել մի կողմ և զբաղվել օրենսդրական գործունեությամբ, ԱԺ աշխատանքներից բացակայելը դասալքություն է:
Պարզվեց, որ Սերժ Սարգսյանն ինքն է արդեն գիտակցում նման խորհրդարանի կործանարար բնույթը և փորձում է դհոլների և թերուս ալկոգոլիկների այդ ամբոխից պատգամավոր սարքել: Իսկ Սերժ Սարգսյանը երբևէ իրեն հաշիվ տվե՞լ է, թե ինչու ԱԺ-ն վերածեց «դասալիքների» ակումբի: Երբևէ կանչե՞լ է իր պատգամավորներին իր մոտ և պահանջել զբաղվել բուն աշխատանքով: Ժամանակին նա բազմիցս զգուշացվել է, որ նման խայտառակ խորհրդարան ձևավորելով և ընտրողներին ընտրակաշառքով փչացնելով՝ ֆիասկոյի առաջ է կանգնելու:
Խորհրդարանի նիստերը այժմ գումարվում են աշակերտական և ոհմակային տրամաբանությամբ: Պատգամավորների մեծ մասը դասը, վատ սերտած աշակերտի նման, գալիս է խորհրդարան, գրանցվում և ներկա ստանալուց հետո ծլկում խորհրդարանից. սա աշակերտական մոտեցումն է: Կերակրատաշտին և ընդհանուր շահերին վտանգ սպառնալու դեպքում շտապում են այնտեղ՝ վտանգը կանխելու և կոճակ սեղմելու: Սա, ինքնին հասկանալի է, ոհմակային մոտեցումն է:
2006թ. Աջափնյակի թաղապետի ընտրություններում Գալուստ Սահակյանի որդուն` Արման Սահակյանին պաշտպանելու մասին լրագրողի հարցին ի պատասխան Սերժ Սարգսյանն ասաց. «Կուսակցությունը հո ոհմակ չէ»: Իսկ ի՞նչ է, կներեք:
Սովորաբար ցանկացած ոհմակ վտանգի պահին համախմբվում է: Մյուս դեպքերում գայլերը կարող են մտնել գյուղեր, ինչ որ բան թռցնել ուտելու համար, սակայն ընդհանուր վտանգի դեպքում համախմբվում են՝ դիմացինին հոշոտելու: Սերժ Սարգսյանի իշխանության հիմքում, ցավոք, հենց այդ մոտեցումն է՝ իշխանավորները իրար ոտքի տակ են փորում, ով ումից ինչ կարողանում «ցրում» է, իսկ վտանգի ազդակոչի դեպքում վազում են պախանի հրահանգը կատարելու: Այսինքն՝ Հայաստանի խորհրդարանը ձևավորված է հենց ոհմակի տրամաբանությամբ, ոչ թե օրենքներ գրելու համար, և անհասկանալի է, թե ում է պատգամավորական գործունեություն ծավալելու կոչ անում Սերժ Սարգսյանը:
ՀՀԿ-ն դարձավ քրեաօլիգարխիկ համակարգի քաղաքական երաշխավորը, որի բարձր հովանու ներքո երկրի կենսագործունեության բոլոր ոլորտները հոշոտվեցին և մաս մաս արվեցին: Այժմ այդ մարդիկ խորհրդարանում անելիք չունեն, նրանց անելիքը կոճակ սեղմելն է: Մնացած դեպքերում ծիծաղելի է՝ նրանցից պահանջել պատգամավորական արդյունավետ աշխատանք կամ պառլամենտական պահվածք: Կազինոներից և ստրիպտիզանոցներից մարդկանց զոռով քարշ եք տվել օրենսդիր մարմին և պահանջում եք, որ լուրջ դեմքով օրենքներ գրեն: Այդ մարդկանց հետ ուղարկեք իրենց հոգեհարազատ վայրեր, մի տանջեք և՛ նրանց, և՛ հասարակությանը՝ խորհրդարանում իրենց քյաբաբաբույր ներկայությամբ:
Սերժ Սարգսյանը իր իշխանությունը երկարաձգելու համար գնում է սահմանադրական բարեփոխումների: Ումո՞վ...Նա մտածում է, թե իր պատգամավորները ակտիվ աշխատանքով կօգնե՞ն իրեն՝ անցկացնելու սահմանադրության իր տարբերակը: Ախր այդ մարդիկ սահմանադրություն բառը առանց տառասխալի չեն կարող գրել:
Եթե իսկապես ազնիվ եք սահմանադրությունը բարեփոխելու ձեր ձգտումներում՝ նախ ցրեք խորհրդարանը: Իսկ եթե ոչ՝ միանգամից կարեք այն ձեր հագով, ազատություն տվեք ՀՀԿ-ի կիսա և լրիվ օլիգարխիկ «տղեքի» բնազդներին, թող ծեծուջարդով, ընտրակաշառքով և իրենց հոգեհարազատ այլ մեթոդներով անցկացնեն այդ չարաբաստիկ փաթեթը: Միևնույնն է, հասարակությունը բոլորիցդ արդեն այնքան է զզված, որ միևնույնն է դարձել, թե ձեզնից ով կշարունակի բռնաբարել պետությանը:
