Հայաստանի Հանրապետության 2016թ. պետական բյուջեն ունի հստակ սոցիալական ուղղվածություն: Այս մասին Ազգային ժողովի մշտական հանձնաժողովների համատեղ նիստում ՀՀ 2016թ. պետական բյուջեի նախագծի քննարկմանն ասաց ՀՀ վարչապետ Հովիկ Աբրահամյանը: «Դրա մասին է խոսում այն հանգամանքը, որ բյուջետային ծախսերի ամբողջ ծավալի շուրջ կեսը կազմում են սոցիալական, կրթական, մշակութային և առողջա պահության բնագավառների ծախսերը: Պաշտպանության և հասարակական կարգի ապահովման համար ծախսերը նախատեսված են այդ ոլորտներում մեր կենսունակությունն ապահովելու և պահպանելու տրամաբանությամբ: Մենք շարունակելու ենք նաև Լեռնային Ղարաբաղի Հանրապետությանը տրամադրվող ֆինանսական աջակցությունը»,-  ընդգծեց վարչապետը:

Նրա խոսքով՝ ողջ տարածաշրջանում հարկաբյուջետային զարգացումները խոսում են այն մասին, որ գլոբալ կառուցվածքային փոփոխությունների և լարված աշխարհաքաղաքական զարգացումների համատեքստում տնտեսական աճի և հանրային բարեկեցության բոլոր ասպեկտներով անմիջական բարելավումներ խոստանալն ամբոխահաճո, սակայն ոչ ազնիվ մոտեցում է: «Բազմաթիվ հեղինակավոր տնտեսագետներ և միջազգային կառույցներ 2015թ. զարգացումները մեր տարածաշրջանի համար գնահատում են ավելի ծանր, քան 2008-2009թթ.  միջազգային ֆինանսատնտեսական ճգնաժամը: Էներգակիրների գների կտրուկ տատանում ներով են պայմանավորված տարադրամային տատանումները Ռուսաստանի Դաշնությունում: Այդ տատանումները տարածաշրջանային երկրներում տրանսֆերտների զգալի անկման հանգեցրին: Իսկ այդ անկումը էապես դանդաղեցրեց տնտեսական աճի ներուժը՝միաժամանակ ընդգծելով սոցիալական ծրագրերն ավելի բարձր արդյունավետությամբ իրականացնելու հրամայականը»,- հավելեց վարչապետը:

Հովիկ Աբրահամյանը նշեց, որ արտաքին պայմանների նման վատթարացման դեպքում հանրային բարեկեցության ապահովման միակ ճանապարհը ներդրումների խթանման և տնտեսական աճի ապահովման միջոցով աշխատատեղերի ստեղծումն է: «Հարկ է հնարավորինս խթանել տեղական արտադրողին, արտահանումը, ստեղծել երկարատև կայուն աճի նախադրյալներ: Տնտեսական աճի տեմպերի այսպիսի նվազման պայմաններում Հայաստանի կառավարության ծրագրով նախանշված կառավարման և կառուցվածքային բարեփոխումներին  զուգահեռ գործարար միջավայրի համար խիստ կարևոր է հարկաբյուջետային կայունությունը թ ե նոր մուտքեր ապահովելու, թե հին մուտքերը կանոնակարգելու և բոլոր տնտեսվարողների համար հավասար պայմաններ ստեղծելու տեսակետից: Այս առումով բացարձակ կարևորություն է ստանում Հայաստանի նոր հարկային օրենսգրքի մշակումը և ընդունումը»,- մանրամասնեց վարչապետը:

Նա հավելեց, որ կառավարությունը խնդիրներին նայում է ոչ թե այսօրեական շահերի, այլ տնտեսության զարգացման հեռանկարի տեսանկյունից: Նա ընդգծեց, որ հնարավորության սամաններում ձգտել է գերադասել երկարաժամկետ օգուտները անմիջական եկամուտների գայթակղությունից:
