Ազգային ժողովում «ՀԱԿ» խմբակցության պատգամավոր Հրանտ Բագրատյանի դիտարկմամբ` Սահմանադրական փոփոխությունների արդյունքում Հայաստանում պետք է ձևավորվեր երկպալատ խորհրդարանական կառավարման համակարգ: 

«Եթե մենք Սահմանադրական փոփոխություններից հետո ունենայինք երկպալատ խորհրդարան` Սենատ և Ազգային ժողով, ապա ես կասեի շատ լավ, մենք ունենք հակակշիռ։ Սակայն, ներկայացված փաստաթղթով մենք ունենալու ենք միապալատ խորհրդարան` կայուն քաղաքական մեծամասնությունը ապահովելուն ուղղված կրկնակի ընտրությունների հնարավորությամբ, ինչն էլ երկիրը կարող է հանգեցնել բռնապետության կամ ֆաշիստական ռեժիմի (դրա վառ ապացույցն է` 1933 թվականի Գերմանիան)»,- լրագրողների հետ նոյեմբերի 2-ին կայացած հանդիպմանն այսպիսի կարծիք հայտնեց նա` հավելելով, որ միապալատ խորհրդարանի դեպքում Հայաստանում ձևավորվելու է կուսակցապետություն:

Նա նկատեց, որ Սահմանադրական փոփոխությունները քննարկել է ՀՀ Նախագահ Սերժ Սարգսյանի հետ: «Ես իմ բոլոր մտահոգությունները հայտնել եմ Նախագահին, հանդիպել եմ նաև սահմանադրական հանձնաժողովի անդամների հետ, տարբեր հարցերում նրանք համաձայնել են իմ տեսակետի հետ, իսկ որոշ հարցերի վերաբերյալ ես մինչ օրս պատասխան չեն ստացել»,-շեշտեց Բագրատյանը`տեղեկացնելով, որ ինքը նամակագրական կապի մեջ է եղել Վենետիկի հանձնաժողովի անդամների հետ. նամակները ժամանակի ընթացքում կհրապարակի:

Անդրադառնալով այն հարցին, թե արդյոք իր կուսակցությունը միանալու է «ոչ»-ի ճակատին կամ «Նոր Հայաստան»-ի շարժմանը, Հրանտ Բագրատյանը պատասխանեց. «Ես գնամ, միանամ մեկին՝ ուժ տամ, ո՞ր ինչ լինի։ Ով ուզում է թող ինձ միանա։ Ես հարգում եմ բոլորին, սակայն չեմ կարծում, որ այնտեղ կա մեկը, որն առավել է ինձնից: «Ազատություն» կուսակցությունն իր առանձին «ոչ»-ի քարոզարշավն է սկսել մարզերում, և մենք շարունակելու ենք մարզային այցերն այնքան ժամանակ, որքան կբավականացնեն մեր ֆինանսական միջոցները: Իսկ  «Նոր Հայաստան»-ի կողմից հ նչող անհնազանդության կոչերով պայքարը միայն ավելի կնպաստի Սահմանադրական փոփոխությունների ընդունմանը»:

Դեկտեմբերի 6-ին Հայաստանում տեղի կունենա սահմանադրական բարեփոխումների հանրաքվեն: Իշխող Հանրապետականը և Ազգային ժողովի ԲՀԿ, «Դաշնակցություն» խմբակցությունները աջակցում են փոփոխությունների անցկացմանը: Փոփոխություններին դեմ են հանդես եկել «Ժառանգություն» և ՀԱԿ խմբակցությունները:
