ԵԱԶԲ-ից 300 միլիոն դոլար վարկի ստացումը 10 տարի չի ազդի Հայաստանի արտաքին պարտքային բեռի վրա

Եվրասիական զարգացման բանկից 300 միլիոն դոլար վարկի ստացումը 10 տարի չի ազդի Հայաստանի արտաքին պարտքային բեռի վրա: Այս մասին հայտարարեց ՀՀ էկոնոմիկայի նախարար Կարեն Ճշմարիտյանը նոյեմբերի 5-ին լրագրողների հետ ճեպազրույցում` պատասխանելով հարցին, թե արդյոք կառավարության համար մտահոգիչ չէ արտաքին պարտքի ավելացումը տարեսկզբից: 

«Հայաստանի արտաքին պարտքի ծավալները հաշվարկված են, ու այդ բեռը տնտեսագիտական իմաստով մեծ է, թե փոքր, կախված է տնտեսության արդյունավետությունից»,- ասաց նախարարը:

Նոյեմբերի 5-ին ՀՀ կառավարությունը հավանության արժանացրեց «Հայաստանի Հանրապետության և Եվրասիական զարգացման բանկի միջև Եվրասիական տնտեսական ընկերակցության հակաճգնաժամային հիմնադրամի միջոցներից ֆինանսական վարկի տրամադրման մասին» համաձայնագիրը, որով Հայաստանին կտրամադրվի 300 միլիոն դոլարի չափով բյուջետային աջակցության վարկ: Այն կհատկացվի երեք մասնաբաժիններով՝ յուրաքանչյուրը 100 մլն ԱՄՆ դոլարի չափով: Վարկի տարեկան տոկոսադրույքը կազմում է 2,1%, այն տրամադրվում է 20 տարի մարման ժամկետով, որից 10-ը՝ արտոնյալ:

«Այս վարկը 10 տարի արտոնյալ ժամկետով է, այսինքն` 10 տարի դեռ ոչ մի ազդեցություն չի ունենա մեր պարտքային բեռի վրա: Համաշխարհային բանկից էլ, երբ վերցնում ենք 14 տարի արտոնյալ ժամկետով, եկող 14 տարվա վրա այն ազդեցություն չի ունենում: Մնացածը մեզանից է կախված, որ ջանքեր գործադրենք այդ հարաբերակցությունը հնարավորինս պակասեցնենք ու արդյունավետության բարձրացման միջոցով պարտքերն ավելի արդյունավետ կառավարենք»,-ասաց Կարեն Ճշմարիտյանը:

Անդրադառնալով դիտարկմանը, որ ՀՆԱ- արտաքին պարտք հարաբերակցությունը մեծանում է, իսկ արդյունաբերությունը չի զարգանում` Կարեն Ճշմարիտյանը նշեց. «Միայն արդյունաբերությունով չի, ընդհանուր տնտեսության խնդիր է: Եթե այս տարի արդյունաբերության աճը համեմատեք մնացած երկրների հետ, կտեսնեք, որ մեր ցուցանիշները լավագույններից են: Պարտքային բեռ ունենում են աշխարհի անգամ զարգացած երկրները»:

Իսկ այն հարցին ի պատասխան, թե «մենք Հունաստանի ճանապարհով չենք գնո՞ւմ», Կարեն Ճշմարիտյանն ասաց` «ոչ»:
