 ԱԺ նախագան Գալուստ Սահակյանը Տեղական ինքնակառավարման օրվա առթիվ շնորհավորել է ՏԻՄ-երի ներկայացուցիչներին: Ինչպես տեղեկացրին ՀՀ ԱԺ հասարակայնության և տեղեկատվության միջոցների հետ կապերի վարչությունից, ԱԺ նախագահի շնորհավորական ուղերձում ասվում է.

«Տեղական ինքնակառավարման մարմինների հարգելի ներկայացուցիչներ, շնորհավորում եմ ձեզ Տեղական ինքնակառավարման օրվա առթիվ:

Այս օրը պետական տոնացույցում ընդգրկելը նշանակում է տեղական ինքնակառավարման տեղի ու դերի կարեւորում երկրի տնտեսական եւ հասարակական-քաղաքական կյանքում: Այն նաեւ տեղական ինքնակառավարման մարմինների՝ որպես պետական ու հասարակական կարեւոր ինստիտուտի գործունեության գնահատումն է:

ՏԻՄ համակարգը մեր անկախ պետականության ու Սահմանադրության առաջին փորձաքարերից ու հիմնասյուներից մեկն է: Արդեն շուրջ 20 տարի այն իշխանության ձայնն է քաղաքացու մոտ եւ քաղաքացու, համայնքի ձայնը՝ իշխանության մոտ: Համայնքները, որոնք մեր խորհրդանշական փոքր հայրենիքներն են, ամբողջացնում են մեր մեկ մեծ հայրենիքը՝ Հայաստանի Հանրապետությունը, իսկ տեղական իշխանություններն ունեն փոքր հայրենիքների զարգացումն ապահովելու պատվաբեր առաքելություն՝ որպես մեծ հայրենիքի հավաքական հզորության գրավական:

Տեղական իշխանությունը ժողովրդին ամենամոտ գտնվող իշխանությունն է, որի գլխավոր կապիտալը մարդկանց վստահությունն է: Վերջինս հզոր եւ, միաժամանակ, չափազանց զգայուն ու նուրբ գործիք է, որի միջոցով միայն կարելի է հասնել հաջողությունների: Հենց տեղական ինքնակառավարման մարմինների միջոցով են քաղաքացիները իրացնում իրենց ամենօրյա կյանքի որակը որոշող խնդիրների լուծմանը մասնակցելու, համայնքի շահերը պաշտպանելու ձայնի իրավունքը: Եւ որքան փոխվստահելի են համայնքի բնակիչ-տեղական ինքնակառավարման մարմին հարաբերությունները, այնքան տեսանելի են ձեռքբե րումները, այնքան մեծ է երկրի ներուժը, այնքան մեծ է վստահությունը ընդհանրապես պետական իշխանության հանդեպ:

Վստահ եմ, որ տեղական ինքնակառավարման արդյունավետության բարձրացմանն ուղղված համատեղ ջանքերը հնարավորություն կտան հաջողությամբ հաղթահարել դժվարությունները, ունենալ ավելի հարմարավետ ու բարգավաճ համայնքներ եւ ավելի զարգացած ու ավելի բարեկեցիկ երկիր:

Մաղթում եմ բոլորիդ եւ յուրաքանչյուրիդ առողջություն, բարեկեցություն եւ հաջողություններ ձեր աշխատանքում՝ ի շահ յուրաքանչյուր համայնքի եւ ի շահ մեր միասնական պետության»:
