Վերաֆինանսավորման տոկոսադրույքն իջեցվել է 0.5 տոկոսային կետով՝ սահմանվելով 9.75%

2015 թ. նոյեմբերի 10-ի նիստում ԿԲ խորհուրդը որոշեց իջեցնել վերաֆինանսավորման տոկոսադրույքը 0.5 տոկոսային կետով՝ սահմանելով այն 9.75%:

Ինչպես տեղեկացրին ԿԲ հասարակայնության հետ կապերի ծառայությունից, 2015 թ. հոկտեմբերին արձանագրվել է 0.4% գնանկում՝ նախորդ տարվա նույն ամսվա 1.0% գնաճի դիմաց, որի պարագայում 12-ամսյա գնաճը շարունակել է նվազել՝ ամսվա վերջին կազմելով 1.9%:

Արտաքին հատվածում պահպանվել են համաշխարհային տնտեսության դանդաղ աճի միտումները, ինչն ուղեկցվել է միջազգային ապրանքային շուկաներում  գների շարունակական նվազմամբ: ԿԲ խորհուրդը գնահատում է, որ նման միտումները կպահպանվեն նաև առաջիկա ամիսներին, ինչից ելնելով արտաքին հատվածից ներքին գների վրա ակնկալվում է գնանկումային ազդեցություն:

Խորհուրդն արձանագրում է, որ հունվար-սեպտեմբերին՝ նախորդ տարվա նույն ժամանակահատվածի նկատմամբ տնտեսական ակտիվության ցուցանիշը կազմել է 3.7%, որին հիմնականում նպաստել են գյուղատնտեսության և հանքարդյունաբերության ճյուղերում գրանցված աճը: Այս իրավիճակում գնաճի նվազումը գրեթե ամբողջությամբ պայմանավորվել է գյուղմթերքների գների՝ նախորդ տարվա նույն ժամանակահատվածի համեմատ ցածր մակարդակների ձևավորմամբ: Ներքին պահանջարկը շարունակում է մնալ թույլ, չնայած 2015 թվականի հարկաբյուջետային քաղաքականության խթանող ազդեցությանը: ԿԲ խորհ ուրդը գնահատում է, որ պահպանվող թույլ ներքին պահանջարկը և արտաքին գնանկումային միջավայրը դանդաղ են արտացոլվում սեզոնային գյուղմթերքներից զտված գնաճի ցուցանիշում, որը վկայում է դեռևս բարձր գնաճային սպասումների առկայության մասին: Այդուհանդերձ, ԿԲ խորհուրդը կարծում է, որ գնաճային սպասումների նվազմանը զուգահեռ այդ ապրանքատեսակների գնաճը ևս կնվազի: Այս պարագայում ԿԲ խորհուրդը նպատակահարմար է գտնում թուլացնել դրամավարկային պայմանները, ինչը ցածր գնաճային սպասումների դեպքում կարող էր ավելի կտրուկ լինել:

ԿԲ խորհուրդը գնահատում է, որ առաջիկա ամիսներին գնաճը կպահպանվի ցածր մակարդակում, այնուհետև, նախանշված քաղաքականության արդյունքում դանդաղ կընդլայնվի՝ կանխատեսվող հորիզոնում կայունանալով նպատակային ցուցանիշի շուրջ:

Գնաճային սպասումների խարսխման, արտաքին և ներքին լրացուցիչ ռիսկերի բացակայության դեպքում ԿԲ խորհուրդը կշարունակի դրամավարկային պայմանների թուլացումը:
