Նազարյանի հանձնաժողովը ՀԷՑ-ին տուգանեց 5 մլն դրամով

Այս տարվա սեպտեմբերի 24-ին Հանրային ծառայությունները կարգավորող հանձնաժողովը (ՀԾԿՀ) 2011 թվականի մայիսի 25-ի որոշմամբ ՀԷՑ ՓԲԸ-ի կողմից ընդունած կարգը խախտելու համար նրա նկատմամբ հարուցել է վարչական վարույթ: Խնդիրն այն էր, որ ՀԾԿՀ-ն «Սիրարփի ԱՀ» ՍՊԸ-ին տրամադրելով «ՍԻՐԱՐՓԻ» փոքր հիդրոէլեկտրակայանում 15 տարի ժամկետով 697 կՎտ հզորությամբ էլեկտրաէներգիա արտադրելու լիցենզիա, այս տարի էլեկտրաէներգիայի առևտրային հաշվառման ավտոմատ համակարգի միջոցով վերլուծություն իրականացնելով պարզել է, որ 2012-2015 թվականների ընթացքում «ՍԻՐԱՐՓԻ» փոքր ՀԷԿ-ի կողմից արտադրվող էներգիայի հզորությունը պարբերաբար գերազանցվել է: Հանձնաժողովի ուսումնասիրությունները ցույց են տվել նաև, որ որոշ դեպքերում այն գերազանցվել է նույնիսկ մի քանի տասնյակ անգամ:

ՀԷՑ-ի, «Հաշվարկային կենտրոն» ՓԲԸ-ի և «ՍԻՐԱՐՓԻ ԱՀ» ՍՊԸ-ի միջև կնքված վերահաշվառված էլեկտրական էներգիայի եռակողմ ակտի համաձայն վերահաշվարկման ենթակա էլեկտրական էներգիայի քանակությունը, ըստ ՀԾԿՀ-ի, կազմել է 3 810 188 (երեք միլիոն ութ հարյուր տասը հազար հարյուր ութսունութ) կՎտժ:

Ուսումնասիրությունները ցույց են տվել նաև, որ էլեկտրաէներգիայի առևտրային հաշվառման ավտոմատ համակարգում գրանցված փոքր ՀԷԿ-ի դրվածքային հզորության մի քանի տասնյակ անգամ գերազանցումը առևտրային հաշվառքի սարքի սխալ ցուցմունքի արդյունք է և չի համապատասխանել ՀԷԿ-ում փաստացի արտադրված էլեկտրական էներգիայի քանակությանը, ուստի սխալ ցուցմունքի արդյունքում ձևավորված վճարման ենթակա էլեկտրաէներգիայի քանակության մեծությունները սխալ են գրացվել:

ՀԷՑ-ի և «ՍԻՐԱՐՓԻ ԱՀ» ՍՊՀ-ի միջև 2011 թվականի հունիսի 10-ին կնքված էլեկտրաէներգիայի առքուվաճառքի պայմանագրի համաձայն՝ առևտրային հաշվառքի սարքերը տնօրինում և սպասարկում է ՀԷՑ-ը, ուստի սահմանված կարգի համաձայն, շուկայի մասնակիցները պարտավոր են իրենք հետևել իրենց սպասարկման շրջանակում ընդգրկված հաշվառքի սարքերի՝ հաշվիչների, հոսանքի և լարման տրանսֆորմատորների, տվյալների հավաքագրումն ու հաղորդումն ապահովող սարքերի, ներքին կապի գծերի, համակարգիչների աշխատանքին:

ՀԾԿՀ կողմից իրականացված վարչական վարույթի շրջանակում փաստվել է նաև, որ ՀԷՑ-ը ոչ միայն խախտել է գործող կարգը, այլև «Էներգետիկայի մասին» ՀՀ օրենքի մի շարք հոդվածներ և կետեր, ուստի ՀԾԿՀ-ն որոշում է կայացրել ՀԷՑ-ին տուգանել 5 մլն դրամով: Բացի այդ, «ՍԻՐԱՐՓԻ ԱՀ»-ին հանձնարարել է մինչև 2015 թվականի դեկտեմբերի 31-ը ներկայացնել ՀԷԿ-ի առևտրային հաշվառքի սարքի սխալի արդյունքում հավելագրված էլեկտրական էներգիայի քանակության համար վճարված գումարի վերադարձը հավաստող համապատասխան փաստաթուղթ:
