ՀԾԿՀ-ն ՀԷՑ-ին տուգանել է հինգ միլիոն դրամով

Հանրային ծառայությունները կարգավորող հանձաժողովը նոյեմբերի 11-ին կայացած նիստում որոշում է կայացրել «Հայաստանի էլեկտրական ցանցեր» ընկերությանը տուգանել հինգ միլիոն ՀՀ դրամով:

Այս մասին տեղեկացնում է ՀԾԿՀ պաշտոնական կայքը:

Հանրային ծառայությունները կարգավորող հանձնաժողովի աշխատակազմի կողմից էլեկտրաէներգիայի առեւտրային հաշվառման ավտոմատ համակարգի միջոցով իրականացված վերլուծության արդյունքում պարզվել է, որ շուրջ երեք տարի՝ 2012-2015 թվականների ընթացքում, պարբերաբար գերազանցվել է «Սիրարփի ԱՀ» ՍՊԸ կայանի դրվածքային հզորությունը, իսկ որոշ դեպքերում այն գերազանցվել է մի քանի տասնյակ անգամ, ուստի սույն թվականի սեպտեմբերի 24-ից ՀԷՑ-ի նկատմամբ հարուցվել է վարչական վարույթ:

Վարչական վարույթի շրջանակում ՀԷՑ-ը 2015 թվականի հոկտեմբերի 5-ի №04-ԵԲ-04/3650 գրությամբ տեղեկացրել է, որ իր, «Հաշվարկային կենտրոն» փակ բաժնետիրական և «ՍԻՐԱՐՓԻ ԱՀ» սահմանափակ պատասխանատվությամբ ընկերությունների միջև ստորագրվել է եռակողմ ակտ՝ վերահաշվառված էլեկտրական էներգիայի վերաբերյալ, որի համաձայն` վերահաշվարկման ենթակա էլեկտրական էներգիայի քանակութունը կազմել է 3.810.188 (երեք միլիոն ութ հարյուր տասը հազար հարյուր ութսունութ) կՎտժ:

Բացի այդ` իրականացված վարչական վարույթի շրջանակում փաստվել է, որ էլեկտրական էներգիայի առևտրային հաշվառման ավտոմատ համակարգում գրանցված Կայանի դրվածքային հզորության մի քանի տասնյակ անգամ գերազանցումը առևտրային հաշվառքի սարքի սխալ ցուցմունքի արդյունք է և չի համապատասխանել Կայանում փաստացի արտադրված էլեկտրական էներգիայի քանակությանը, ինչի հետևանքով վճարման ենթակա էլեկտրական էներգիայի վերաբերյալ եռակողմ ակտում էլեկտրական էներգիայի քանակության մեծությունները սխալ են գրացվել:

ՀԷՑ-ի կողմից վճարվելիք հինգ միլիոն դրամ տուգանքը փոխանցվելու է ՀՀ պետական բյուջե: «Սիրարփի ԱՀ» ՍՊԸ-ն պարտավոր է մինչև 2015 թվականի դեկտեմբերի 31-ը ՀԾԿՀ-ին ներկայացնել կայանի առևտրային հաշվառքի սարքի սխալանքի արդյունքում հավելագրված էլեկտրական էներգիայի քանակության համար վճարված գումարի վերադարձը հավաստող համապատասխան փաստաթուղթ:

«Սիրարփի ԱՀ» ՍՊԸ-ն իրավասու է սույն որոշումը բողոքարկել ՀԾԿՀ կամ ՀՀ վարչական դատարան՝ այն ուժի մեջ մտնելու պահից երկամսյա ժամկետում:
