ԼՂՀ ԱԳՆ ղեկավարը Մոսկվայում հանդես է եկել զեկույցով

Լեռնային Ղարաբաղի Հանրապետության արտաքին գործերի նախարար Կարեն Միրզոյանը նոյեմբերի 13-ին զեկույցով հանդես է եկել «Լեռնային Ղարաբաղ․  նոր մարտահրավերներ և նոր հնարավորություններ» թեմայով կլոր սեղանի բացմանը՝ կազմակերպված «Արցախի օրեր Մոսկվայում» միջոցառումների շրջանակներում։

Ինչպես  տեղեկացրին ԼՂՀ ԱԳՆ-ից, Կարեն Միրզոյանն իր ելույթում ներկայացրել է ադրբեջանա-ղարաբաղյան հակամարտության խաղաղ կարգավորման գործընթացի ներկայիս փուլը և Լեռնային Ղարաբաղի ու Ադրբեջանի զինված ուժերի շփման գծում ստեղծված իրավիճակը։ Կարեն Միրզոյանը նշել է, որ պաշտոնական Բաքուն հետևողականորեն ցուցադրում է հակամարտության խաղաղ և վերջնական կարգավորմանը հասնելու համար անհրաժեշտ ցանկության ու քաղաքական կամքի բացակայություն և ձեռնարկում քայլեր՝ ուղղված իրավիճակի հետագա սրմանը։ ԱյÕ ¤ մասին վկայում է, մասնավորապես, այն, որ Բաքուն շարունակաբար մերժում է ինչպես շփման գծում իրավիճակի կայունացմանն ուղղված հայկական կողմերի նախաձեռնությունները, այնպես էլ միջադեպերի հետաքննության մեխանիզմների իրականացման ԵԱՀԿ Մինսկի խմբի համանախագահների վերջին առաջարկները։

ԼՂՀ ԱԳՆ ղեկավարը ներկայացրել է նաև ԼՂՀ-ում պետականաշինության գործընթացը՝  նշելով, որ Արցախի ժողովուրդն ու իշխանությունները միասնական են իրենց վճռականության մեջ՝ շարունակելու 1991 թ․ անկախության հանրաքվեին ընտրված և 2006 թ․ սահմանադրական հանրաքվեին հաստատված ուղին։ Այս համատեքստում ԼՂՀ ԱԳՆ ղեկավարն ընդգծել է, որ Լեռնային Ղարաբաղը հուսալի, կանխատեսելի և պատասխանատու գործընկեր է և կարևոր աշխարհաքաղաքական գործոն, որը կայունություն ու խաղաղություն է ապահովում տարածաշրջանում։

ԼՂՀ արտաքին գործերի նախարարն իր խոսքում անդրադարձել է նաև տարածաշրջանային ու միջազգային քաղաքականության մի շարք արդիական հարցերի, շոշափել միջազգային ահաբեկչության թեման։ Կարեն Միրզոյանը հիշեցրել է, որ ԼՂՀ-ն բախվել է այս խնդրին դեռևս 1991-1994 թթ․, երբ Ադրբեջանը, խախտելով միջազգային իրավունքի նորմերը, Լեռնային Ղարաբաղի դեմ ռազմական գործողություններին է ներգրավել հազարավոր օտարերկրյա վարձկանների, այդ թվում՝ տարբեր ահաբեկչական խմբավորումներից։ ԼՂՀ ԱԳՆ ղեկավարը նշել է, որ միջազգային ահաբեկչությունը է գլոբալ մարտահրավեր է, որի  հաղթա հարման համար անհրաժեշտ է միջազգային հանրության համախմբված մոտեցում։
