Հայաստանի տնտեսության վրա արտաքին հատվածի բացասական ազդեցություններն այս տարի ոչ մի կերպ չեն մեղմանում։ Ավելին, որոշ առումներով ազդեցությունները գնալով խորանում են։ Թեեւ դրանք թուլացնելու ուղղությամբ կառավարության ձեռնարկած քայլերը տալիս են իրենց արդյունքը, այնուհանդերձ բարձր ռիսկերը շարունակում են պահպանվել։

Այդ պայմաններում չարդարացված լավատեսությունը որեւէ լավ բանի չի կարող բերել։ Ընդհակառակը՝ այն կարող է լուրջ հարված հասցնել ինչպես տնտեսությանը, այնպես էլ երկրի ֆինանսական կայունությանը։ Թերեւս դա էլ ստիպում է կառավարությանն ավելի զգուշավոր լինել հաջորդ տարվա տնտեսական զարգացումները պլանավորելիս։

Արտաքին հատվածում առկա խոչընդոտները մշտապես լարվածություն են ստեղծում տնտեսության համար։ Դրանք գոնե մինչեւ այժմ թուլանալու հիմքեր չեն տալիս։ Ավելին, վերջին ամիսներին արձանագրվող միտումները վկայում են, որ գործընթացները շարունակում են զարգանալ բացասական ուղղությամբ։ Դա նկատելի է հատկապես արտաքին ուղղակի ֆինանսական հոսքերի եւ առաջին հերթին ֆիզիկական անձանց փոխանցումների պարագայում։

Այս հատվածից Հայաստանի տնտեսության մեջ մտնող գումարները ոչ միայն արագացված տեմպերով կրճատվում են, այլեւ տեղի է ունենում անկման խորացում։ Մասնավոր տրանսֆերտների զուտ հոսքերը Ռուսաստանից հասել են վերջին ութ տարիների ամենացածր մակարդակին։ Նույնիսկ 2009թ, երբ արձանագրվեց տրանսֆերտների ռեկորդային նվազում, անկումը ավելի ցածր էր, քան այս

Բոլոր հիմքեր կան կարծելու, որ այդ միտումները կշարունակվեն նաեւ առաջիկայում։ Կարճաժամկետ հատվածում դրական սպասելիքները չափազանց փոքր են։ Դրանք փոխկապակցված են հիմնականում Ռուսաստանի արժութային շուկայի հետ, որտեղ արձանագրվող ռուբլու արժեզրկումը թողնում է իր ուղղակի ազդեցությունը։

Թեեւ այն տնտեսության վրա արտահայտվում է ոչ միայն տրանսֆերտների կրճատման, այլեւ արտահանման համար դժվարությունների ստեղծման տեսքով։ Ռուսական շուկան արդեն մեկ-մեկուկես տարի է, ինչ խնդրահարույց է հայկական որոշ ապրանքների իրացման համար։ Արժութային շուկայում առկա միտումների դրսեւորման պարագայում, ինչի հավանականությունը բավական բարձր է, այդ երեւույթը գոնե առաջիկայում կշարունակի պահպանվել։

Հայաստանի տնտեսության համար առայժմ դրական հեռանկարներ չի խոստանում նաեւ հումքային ապրանքների համաշխարհային շուկան։ Ինչպես արտահանման, այնպես էլ ընդհանրապես տնտեսության մեջ լուրջ տեսակարար կշիռր ունցող այս ոլորտում, գները ոչ մի կերպ չեն կարողանում դուրս գալ ճգնաժամային վիճակից։ Արդեն տեւական ժամանակ դրանք հաստատվել են այնպիսի մի տիրույթում, որը շարունակվելու դեպքում կարող է խնդիրներ ստեղծել արտադրողների համար։

Միայն այս երկու ոլորտներից թելադրված ռիսկերը բավարար են պատկերացնելու համար, թե Հայաստանի տնտեսությունն ինչպիսի լուրջ մարտահրավերների առջեւ կարող է հայտնվել նաեւ հաջորդ տարվա ընթացքում։ Այդ պայմաններում միանգամայն տրամաբանական են տնտեսական միջավայրի նկատմամբ զգուշավոր ակնկալիքներն առաջիկա տարվա համար։ Թեեւ չի բացառվում նաեւ ավելի բարենպաստ միջավայրի հավանականությունը։
