 Հայաստանի Հանրապետության 2016թ. պետական բյուջեն պահպանողական է ու համեստ, սակայն,  միևնույն ժամանակ, իրատեսական: Այս մասին Ազգային ժողովում հայտարարեց ՀՀ ֆինանսների նախարար Գագիկ Խաչատրյանը՝  խորհրդարանի քննարկմանը ներկայացնելով ՀՀ 2016թ. պետական բյուջեի նախագիծը:«Դժվար է պատկերացնել, որ 2016 թվականի պետական բյուջեի հիմքում դրվող ցուցանիշները կամ կանխատեսումները հնարավորություն են ընձեռում լո ւծել մեր բոլոր խնդիրները, ցավոք, ներկա տնտեսական իրողությունների պայմաններում նման հնարավորություններ չկան: Հենց դա է պատճառը, որ քննարկման ներկայացված պետական բյուջեի նախագիծը պահպանողական է, համեստ, սակայն միևնույն ժամանակ իրատեսական»,-  Արմենպրեսի հաղորդմամբ՝ ընդգծեց նախարարը:

Խաչատրյանը մանրամասնեց, որ դեռևս նախորդ տարիներից սկսած` Հայաստանի  տնտեսությունում նկատվող բացասական երևույթները, որոնք օբյեկտիվ պատճառներ ունեն ու առավելապես պայմանավորված են արտաքին, կառավարության կողմից անվերահսկելի գործոններով, դեռևս շարունակվում են և առանձին ուղղություններով ավելի են խորանում: Նրա խոսքով՝ մասնավորապես օտարերկրյա ներդրումների ծավալների, արտերկրից, հատկապես ՌԴ-ից ստացվող դրամական փոխանցումների մակարդակը, սպառման մակարդակի ու տնտեսական ակտիվության ոչ այնքան բարձր ցուցանիշը չեն նպաստում հարկային լրացու ցիչ եկամուտների ապահովագրմանը:

«Բացի այդ, մի շարք գործոններ հնարավորություն չեն ընձեռում ամրապնդել հարկաբյուջետային կայունության մակարդակը, կրճատել բյուջեի դեֆիցիտը, հաջողությամբ սպասարկել պետական պարտքն ու միջոցներ ձեռնարկել դրա կրճատման ուղղությամբ, առավել մեծ չափով ընդլայնել կրթական, սոցիալական, առողջապահական և այլ հանրօգուտ ոլորտներում ծրագրերի իրականացումը, ձեռնարկել նոր, առավել հավակնոտ ծրագրեր, նպաստել տնտեսության զարգացման համար անհրաժեշտ ենթակառուցվածքների ձևավորմանը»,- ասաց Գագիկ Խաչատրյանը:

Նախարարը հավելեց, որ ՌԴ-ի նկատմամբ Արևմուտքի կողմից կիրառվող տնտեսական պատժամիջոցների հետևանքով աննախադեպ չափով կրճատվել է երրորդ երկրներից ԵԱՏՄ երկրներ ներմուծման չափը, ինչի հետևանքով ընդհանուր մաքսատուրքերից Հայաստանը չի ստացել ակնկալվող չափը:

Չնայած առկա դժվարություններին՝ ՀՀ կառավարությունն իրականացնում է ընդլայնողական հարկային քաղաքականություն՝ նպատակ ունենալով որոշակիորեն մեղմել վերոնշյալ բացասական երևույթների ազդեցությունը գործարար և ներդրումային միջավայրի վրա:
