ՀՀ Տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովի անցկացրած ուսումնասիրություններն ու փորձը ցույց են տալիս, որ շատ են  դեպքերը, երբ տնտեսվարողները միմյանց հետ համաձայնության են գալիս` ստեղծելով հակամրցակցային պայմաններ:

Նոյեմբերի 18-ին լրագրողների հետ հանդիպմանն այս մասին ասաց  ՀՀ ՏՄՊՊՀ նախագահ Արտակ Շաբոյանը:

«Մեր փորձը ցույց է տալիս, որ շատ են դեպքերը, երբ պետական գնումների մրցույթներից  առաջ տնտեսվարողները պայմանավորվում են միմյանց հետ, ցուցակներ բաժանում` այսպիսով ստեղծելով հակամրցակցային պայմաններ, համաձայնության են գալիս: Լինում են նաև դեպքեր, երբ մրցույթների պատվիրատուներն իրենց վարքագծով բարենպաստ պայմաններ են ստեղծում  տնտեսվարողների հակամրցակցային համաձայնության համար»,-հավելեց նա:

Հայաստանի գործարարների և արդյունաբերողների միության նախագահ Արսեն Ղազարյանը նշեց, որ  հաճախ են դժգոհություններ լինում այն մասին,  որ գերակա դիրք ունեցող խոշոր բիզնեսը չարաշահում է իր հնարավորությունները, ստանում մրցակցային առավելություններ:

«Մեզ համար գերխնդիր է, որպեսզի շուկայում փոքր միջին և խոշոր բիզնեսը նույն խաղի կանոններով աշխատեն: Ինձ համար շատ կարևոր կլինի որ հանձնաժողովը զբաղվի խոշոր առևտրային ցանցերի և մատակարարների հարցերի իրավական կարգավորումներով: Ակնհայտ է , որ խոշոր ցանցերը կարող են չարաշահել իրենց դիրքերը, իրենք են պայմաններ թելադրողները», - հավելեց Ղազարյանը:

«Իրազեկ և պաշտպանված սպառող» հասարակական կազմակերպության նախագահ Բաբկեն Պիպոյանն ասաց, որ փոքր, միջին և խոշոր բիզնեսին տարբեր հարցեր են անհանգստացնում: Բիզնեսի տեսանկյունից  մրցակցային առումով խնդիրներ են ունենում փոքր բիզնեսի ներկայացուցիչները:  

«Հասարակական սեկտորի անելիքը  ոչ թե այն մասում է, որ տնտեսվարող սուբյեկտը կրի պատիժ, այլ որ այդ սուբյեկտի գործունեությունը լինի այնպիսին, որ պաշտպանված լինի սպառողի իրավունքը: Պետական մարմինների գործունեության և ռազմավարության մեթոդոլոգիան է , որ պետք է որոշի թե սպառողի իրավունքների պաշտպանության գործիքն ինչպես կիրառի` վարչական պատասխանատվություւնների, սանկցիաների, գործունեությունների կասեցումի թե համապատասխան խորհրդատվությունների միջոցով»,- նշեց Պիպոյանը:
