Անկասկած, առաջիկա բավական երկար ժամանակաշրջան ներքաղաքական գլխավոր ինտրիգը մնալու է սահմանադրական փոփոխությունների հարցն ու ի մասնավորի համամասնական-մեծամասնական ընտրակարգերի շուրջ բանավեճերը: Վերջիններս, իմ խորին համոզմամբ, բացարձակ անպտուղ են լինելու մի քանի պատճառներով: Նախ, աշխարհում շատ երկրներ կան, որտեղ հաջողությամբ գործում է խառը ձևը, և ընդհակառակը՝ այն իրեն չի արդարացնում: Նույնը՝ նաև 100 տոկոս մեծամասնականի պարագայում:
Սակայն պակաս կարևոր չէ՝ հաշվի առնել մեր երկրի առանձնահատկությունները: Ի մասնավորի, մեծամասնականի վերացմամբ հատկապես շրջանների բնակչությունն ըստ էության ամբողջովին է զրկվում որևէ կապող օղակ ունենալու կամ իր հարցերը ինչ-որ մեկին հասցնելու հնարավորությունից: Հասկանում եմ, որ մեծամասնականից ընտրված պատգամավորների մեջ, մեղմ ասած, քիչ չեն նրանք, ովքեր ընտրությունից ընտրություն են հիշում ընտրողներին, բայց քիչ նաև նրանք, ովքեր պարբերաբար կապի մեջ են իրենց ընտրողների հետ, բարձրացնում են նրանց հարցերը, փորձում լուծումներ գտնել կամ ուղղակի օգնել: Առավել ևս, որ նույն հաջողությամբ համամասնական ընտրակարգով ընտրվածները փաստացի որևէ պարտավորություն չեն զգում ընտրողների կոնկրետ խմբի կամ տարածքի հանդեպ: Իսկ ընդհանուր պատասխանատվությունը պատասխանատվություն է առ ոչինչ: Բնականաբար, մեծամասնությունն օգտվում է այդ պատասխանատու-անպատասխանատվությունից և պատասխանատվության իր չափերը սահմանափակում բարձրագոչ հայտարարություններով՝ հաճախ իրականությունից կտրված:
Զուտ համամասնական ընտրակարգը փաստացի, կրկնում եմ՝ փաստացի, հակասում է յուրաքանչյուր քաղաքացու ընտրվելու իրավունքին: Ես անկուսակցական եմ, չեմ ուզում լինել որևէ կուսակցության ցուցակում, բայց իրավունք ունեմ առաջադրվել: Թե որքան է ընտրվելուս հավանականությունը, դա արդեն հարցի մյուս կողմն է: Խոսքն այս պահին իրավունքի մասին է:
Շատ առավելություններ կարելի է նշել համամասնականի առնչությամբ, սակայն բոլորիս է հայտնի, թե մեր կուսակցությունները ինչպես են կազմում իրենց ցուցակներն ու ինչ «չափանիշներից», ավելի ստույգ այդ «չափանիշների» մեծությունից ելնելով: Իսկ ցուցակային-անհատական քվեարկությունը, ինչպես եվրոպական շատ երկրներում է, հազիվ թե Հայաստանում արդարացված լինի, քանզի ինքս ոչ մի կերպ չեմ պատկերացնում, հատկապես գյուղական բնակավայրերում, ինչպես է ընտրողը գլուխ հանելու մոտ 1000-1500 անուններից...
Այսուամենայնիվ, թե՛ մեծամասնականի պահպանման կողմնակիցները, թե 100 տոկոս համամասնականի անցնելու կողմնակիցները իրենց փաստարկներում իրենց տեսակետից իրավացի են: Իմ կարծքով, միջին լուծումը կլիներ երկպալատ խորհրդարանի մոդելը: Միանգամից նշեմ՝ շատ լավ գիտակցում եմ, որ մենք միատարր երկիր ենք: Բայց... Դրանով լուծած կլինենք թե քաղաքական կուսակցությունների դերի բարձրացման, թե տարածքների բնակիչների անհատական ընտրության և «միայնակ չմնալու» և թե անձի ընտրվելու իրավունքի խնդիրները: Ըստ այդմ, Վերին պալատում կընտրվեն համամասնական ընտրակարգով (ասենք, 91 պատգամավոր), իսկ Ստորին պալատում՝ համամասնական ընտրակարգով (ասենք՝ 41 պատգամավոր): Արդյունքում քանակի և ըստ այդմ հավելյալ ֆինանսների խնդիր չի լինի, յուրաքանչյուր պալատ կունենա իր գործառույթները, իսկ բանավեճը վերջնականապես կստանա իր լուծումը:
