«Ժամանակ» թերթը գրում է. «Երեկ խորհրդարանի ֆինանսավարկային եւ բյուջետային հարցերի հանձնաժողովը վերջին անգամ քննարկեց եւ հաստատեց Վերահսկիչ պալատի 2016թ. գործունեության տարեկան ծրագիրը: Վերջին, որովհետեւ սահմանադրական փոփոխությունների հանրաքվեի դրական արդյունքի դեպքում նախատեսվում է, որ Վերահսկիչ պալատի փոխարեն կստեղծվի Հաշվեքննիչ պալատ, որը կլինի ավելի անկախ կառույց: Այնքանով անկախ, որ այդ մարմնի գործունեության ծրագրերը ենթակա չեն լինի ԱԺ հաստատմանը:

Ըստ ԱԺ տարածած տեղեկանքի՝ Վերահսկիչ պալատի գործունեության տարեկան ծրագիրը պետք է ներկայացներ պալատի նախագահ Իշխան Զաքարյանը, սակայն հանձնաժողովի նիստում տարեկան ծրագիրը ներկայացրեց ՎՊ նախագահի տեղակալ Լեւոն Յոլյանը: Մեր այն հարցին, թե ինչու ՎՊ նախագահը ինքը չի ներկայացնում տարեկան ծրագիրը, պարոն Յոլյանը որեւէ պատասխան չտվեց:

Սա Զաքարյանի առաջին բացակայությունը չէ Վերահսկիչ պալատին վերաբերող քննարկումների ժամանակ: ՎՊ 2016թ. տարեկան հաշվետվությունը դեռ պետք է քննարկվի եւ ընդունվի խորհրդարանի կողմից, եւ կարելի է վստահությամբ պնդել, որ խորհրդարանական քննարկումներին եւս Իշխան Զաքարյանը ներկա չի լինի: Սա ցույց է տալիս, որ Իշխան Զաքարյանը ընդամենը դե յուրե է Վերահսկիչ պալատի նախագահ, իսկ դե ֆակտո այդ պաշտոնը զբաղեցնում է նրա տեղակալ Լեւոն Յոլյանը: Այս բացը երեւի կլրացվի հաջորդ տարի, երբ Վերահսկիչ պալատը կդադարի գոյություն ունենալ, եւ դրա փոխարեն կստեղծվի Հաշվեքննիչ պալատը, որի նախագահ կլինի Յոլյանը»:
