Եվ այսպես, սահմանադրական բարեփոխումների հանրաքվեն ավարտվեց, ու Սերժ Սարգսյանի այն լավատեսությունը, թե սահմանադրության փոփոխությունից հետո լավ ենք ապրելու, Սերգո ջան,  հոդս ցնդեց...

Արդեն տասնամյակներ մեր պետական կառավարման համակարգում թևածող Պավել Սաֆարյանը՝ ֆինանսների փոխնախարարը, դեմքից ազնվություն ճառագող արտահայտությամբ մեզ ավետեց, որ ՀՀ արտաքին պարտքը շուտով անցնելու է 5 մլրդ-ը, այսինքն՝ հավասարվելու է ՀՆԱ-ի կեսին...

Եթե հիշենք, թե ինչպես էր վարչապետը սույն պրոֆեսիոնալին թաթաբռնուկ հայտարարում, որ այս տարի ավելի վատ ենք ապրելու, պարզ է դառնում, թե ինչպես են Սաֆարյանի բերանով փուռը տալիս Բաղրամյան 26-ին...

Այն ֆոնին, երբ իշխանական ողջ մեքենան լծված էր Սահմանադրական փոփոխությունների փաթեթը գովազդելու և երկրի հետագա քաղաքական-տնտեսական զարգացումը դրանց հետ կապելու սուրբ գործին, սույն ազնիվ պարոնը, ով ի սկզբանե պարտավոր էր, որպես բյուջետահայր, երկրի մեծամեծերին ելքեր առաջարկել ստեղծված իրավիճակից, հայտարարում է, որ պետության պարտքը շարունակաբար աճում է: Մինչդեռ բյուջե գրող Սաֆարյանը, իր դարակազմիկ անկեղծության պոռթկումից առաջ, պետք է այդ բյուջեն գրեր այնպես, որ.

* Հայաստանում ցանկացած Ճ կլասի պաշտոնյա պադավատ չունենա՝ դրանից բխող վարորդաբենզինապահեստամասային անիմաստ ծախսերով...

* Օրական տասնյակ արտասահմանյան գործուղումներ չլինեն՝ պետության հաշվին փարիզներում ու լոսերում շոփինգներ անելու համար...

* Գրեթե ամեն ամիս հարյուրավոր միլիոններ չվատնվեն՝ կառավարական բազմոցներ ձեռք բերելու և ոսկեզոծ դահլիճներ նորոգելու համար...

* Կանյաչնիներին միլիոնավոր դրամներ չփոխանցվեն՝ անիմաստ պաշտոնյաների անիմաստ գործուղումների ժամանակ որպես նվեր կոնյակ ուղարկելու համար...

* Խնամի - ծանոթ - բարեկամներին բարձր աշխատավարձերով այս ու այն գերատեսչություններ չխցկեն՝ պետության համար բուծելով անպետք մակաբույծներ (ընդ որում՝ ագրեսիվ բազմացող մակաբույծներ)...

* Արտոնություններ չսահմանել յուրայինների բիզնեսների ու խոչընդոտներ՝ այլոց համար, զի Հայաստանում բոլորը պարտավոր չեն լինել վարչապետի կամ Պավլիկ Սաֆարյանի բարեկամը...

Շարքը կարելի է այսպես շարունակել մի քանի հեկտար, իսկ եթե պարզ մաթեմատիկական թվաբանությամբ գումարում ենք այս վատնումների շղթան՝ Սաֆարյանի բարի և ազնիվ դեմքը լյուստրացիայի է ենթարկվում, որովհետև բյուջեի տզրուկներին վերացնելու և պետական անիմաստ վատնումները դադարեցնելու փոխարեն սույն պարոնը ավետում է, որ պետական պարտքը հատել է ՀՆԱ-ի կեսի սահմանը: Եվ, իհարկե, այդ ամենը կրկին ժողովրդի գրպանին է խփելու, որովհետև բյուջե գրող բարի դեմքով, իրականում անհոգի սաֆարյանները մտածում են ոչ թե ծախսերը կրճատելու ու ժողովրդի բարեկեցության մասին, այլև սեփական կայֆերը բյուջեի հաշվին ապահովելու և դրանց սպասարկումը չարքաշ քաղաքացու ուսերին դնելու մասին...
