2016 թվականի պետական բյուջեի նախագծի քննարկման ժամանակ ելույթով հանդես եկավ ԱԺ ՀՅԴ խմբակցության քարտուղար Աղվան Վարդանյանը: Նա նախ նշեց` ցավալի է, որ բյուջեի քննարկման ժամանակ կառավարության ներկայացուցիչները բավական սակավաթիվ են, ինչը խորհրդարանին մտածելու տեղիք պետք է տա: Վարդանյանի խոսքով` իրենք նախորդ քննարկումների ժամանակ էլ են իրենց գնահատականները տվել եկող տարվա բյուջեին:

«Եկող տարվա բյուջեն նախորդ տարվա բյուջեին կրկնող բյուջե է: Շատ համեստ, բացասական առումով աչքի ընկնող է, որը որեւէ դրական զարգացում չի նախատեսում: Ընթացիկ ծախսերի եւ կապիտալ ծախսերի հարաբերակցությունը միայն, որի դեպքում 91 տոկոսը 9-ի հարաբերվում, արդեն ամեն ինչ ասում է: Կան աշխարհաքաղաքական օբյեկտիվ իրողություններ, չենք կարող դրանք շրջանցել, բայց հարց է` ո՞ր մասն է կազմում դա, իսկ ո՞ր մասն է կառավարության անարդյունավետության, մեր ներքին ռեսուրսների անարդյունավետ օգտագործելու արդյունքը»,- հարց բարձրացրեց Ա. Վարդանյանը:

Նա նաեւ նշեց, որ տվյալ հարցերը պետք է հետաքրքրեն կառավարությանն ու խորհրդարանին, ապա, անդրադառնալով արտաքին պարտքին, ասաց. «Մտահոգիչ է արտաքին պարտքի շարունակական աճը: Մենք ունենք մի իրավիճակ, երբ բոլորս համակերպվում ենք, որ սա այն շեմն է, այն նվազագույնն է, որից պետք է երկու ճանապարհ լինի: Մեկն այն է, որ բոլորս իսկապես ձգենք մեր գոտիները եւ աշխատենք այնպիսի արդյունավետությամբ, որ հիմքերը ստեղծենք զարգացման, տնտեսության աշխուժացման, աշխատատեղերի ստեղծման եւ մյուսը` ձեւ անենք, թե դա ենք անում եւ յոլա գնալու, իշխանությունը շարունակելու մարտավարությամբ հանդես գանք»:

Պատգամավորի խոսքով՝ ինքը զերծ կմնա գնահատականներ տալուց: «Ժամանակ է պետք` հասկանալու` արդյոք ունա՞կ է մեր կառավարությունն այս նվազագույն հարթակից, այս շեմից երկիրը արմատական փոփոխությունների տանող ճանապարհով տանել: Ինձ հետաքրքրում է, թե նվազում են գործադիրի եւ իշխանության` բիզնեսով զբաղվող ներկայացուցիչների եկամուտները: Սա էլ պետք է հետեւություն անելու առիթ տա: Նույնիսկ այս պայմաններում՝ արդյունավետ կառավարման, հավասար պայմաններ ստեղծելու դեպքում մենք կարող ենք հաջորդ տարի ունենալ այլ ցուցանիշներ, մանավանդ քաղաքական փոփոխությունների այս ֆոնի վրա: Այդ պատճառով է, որ մենք վերջնական գնահատական չենք տալիս կառավարությանը, բայց ակնհայտ է, որ, իբրեւ խմբակցություն, կողմ չենք քվեարկելու այս բյուջեին»,- ասաց ՀՅԴ խմբակցության ղեկավարը:
