Հանրաքվեի ենթադրյալ իրավախախտումների մասով Քննչական կոմիտեում հարուցվել է 12 քրգործ

ՀՀ Սահմանադրության փոփոխությունների 2015թ. դեկտեմբերի 6-ի հանրաքվեի ընթացքում ենթադրյալ իրավախախտումների վերաբերյալ ՀՀ Քննչական կոմիտեում ստացված 201 հաղորդումների և հրապարակումների հիման վրա նախապատրաստված նյութերով հարուցվել է 12 քրեական գործ:

Այս մասին լրագրողների հետ հանդիպմանը հայտնեց ՀՀ քննչական կոմիտեի նախագահի տ եղակալ Արամ Թամազյանը` ներկայացնելով դեկտեմբերի 13-ի դրությամբ եղած տվյալները: Քննության ընթացքի մեջ է գտնվում է 49 նյութ, իսկ 135-ի դեպքում քրեական գործի հարուցումը մերժվել է::

Քննչական կոմիտեում ստացված հաղորդումներից 124-ը վերաբերում են մայրաքաղաք Երևանում, իսկ 77-ը` մարզերում տեղ գտած խախտումներին: Դրանց վերլուծությամբ պարզվել է, որ հանրապետությունում ձևավորված 1997 տեղամասերից 1839-ում (92.1 տոկոս) հանրաքվեի ընթացքում խախտումների մասին որևէ հաղորդում, ահազանգ չի ստացվել: Քրեական գործերից 8-ը հարուցվել է Երևանում, 4-ը՝ մարզերում արձանագրված առերևույթ հանցագործությունների փաստով:

Թամազյանի խոսքով` խախտումների մեծ մասն առնչվել են կրկնաքվերակություններին և այլ անձանց փոխարեն քվեարկություններին, ընտրական հանձնաժողովների, դիտորդների, ԶԼՄ ներկայացուցիչների լիազորությունների իրականացմանը խոչընդոտելուն: Եղել են նաև հրապարակումներ և ահազանգեր հանձնաժողովի անդամների վրա ճնշում գործադրելու, ընտրակաշառք բաժանելու կամ առաջարկելու, լցոնումներ կատարելու, ընտրողներին ուղղորդելու, ընտրատեղամասերի մոտ անձանց և մեքենաների կուտակումների, ավտոմեքենաներով քվեարկողներին տեղամասեր տեղափոխելու մասին:

 «Կատարված վերլուծությունները ցույց են տալիս, որ անհամեմատ քիչ են ընտրախախտումների վերաբերյալ ընտրական հանձնաժողովների անդամների կողմից ներկայացված հաղորդումները, հակառակ դրան` ահազանգերի հիմնական մասը լրատվամիջոցների հրապարակումներն են»,- ասաց քննչական կոմիտեի նախագահի տեղակալը` տեղեկացնելով, որ այս տվյալները կարող են փոխվել, քանի որ ստացվում են նոր հաղորդումներ, կայացվում նոր որոշումներ:

Երևանում հարուցված քրեական գործերի պատկերն ըստ տարածքների հետևյալն է՝ Կենտրոն և Նորք-Մարաշ՝ 5 գործ (թիվ 10/15, 10/14, 10/20, 9/12 ՀՀ քրեական օրենսգրքի 153-րդ հոդված, 9/16 ընտրատեղամաս՝ ՀՀ քրեական օրենսգրքի 149-րդ հոդված), Ավան և Նոր Նորք՝ 1 գործ (թիվ 2/32 ընտրատեղամաս ՀՀ քրեական օրենսգրքի 153-րդ հոդված), Մալաթիա-Սեբաստիա՝ 1 քրեական գործ (թիվ 8/08 ընտրատեղամաս, ՀՀ քրեական օրենսգրքի 153-րդ հոդված), Շենգավիթ՝ 1 քրեական գործ (թիվ 11/03 ընտրատեղամաս, ՀՀ քրեական օրենսգրքի 153-րդ հոդված): Մարզերում պատկերը հետևյալն է՝ Կոտայքի մարզ՝ 1 քրեական գործ (թիվ 26/29 ընտրատեղամաս, ՀՀ քրեական օրենսգրքի 149-րդ հոդված), Լոռի՝ 2 քրեական գործ, որոնցից 1-ը Վանաձորում (թիվ 30/21 ընտրատեղամաս, ՀՀ քրեական օրենսգրքի 153-րդ հոդված), մյուսը՝ Սպիտակում (թիվ 29/25 ընտրատեղամաս, ՀՀ քրեական օրենսգրքի 153-րդ հոդված), Վայոց Ձորում՝ 1 քրեական գործ (թիվ 39/39 ընտրատեղամաս, ՀՀ քրեական օրենսգրքի 153-րդ հոդված):
