Աշխարհը՝ աշխարհով, Րաֆֆի Հովհաննիսյանը՝ հրաժարականների իր պահանջներով: Իսկապես, երբ չկա ասելիք, երբ չկա ոչ մի տեսակի ծրագիր, երբ չկա նույնիսկ գործողությունների պարզագույն ծրագիր, միակ բանը, որ մնում է անել ժամանակին կես միլիոն ձայն հավաքած քաղաքական գործչին, հրաժարականներ պահանջելն է: Եվ արդեն կարևոր էլ չէ, թե ում հրաժարականները, կարևորը պահանջելն է, և ահա «Ժառանգության» առաջնորդն այդ հարցում չի հապաղում, նա շարունակ պահանջում է, ընդ որում, պահանջները ներկայացվում են տարբեր հարթակներից և տարբեր մարդկանց, և որ ամենակարևորն է՝ ոչ միայն պաշտոնյաներին: Օրինակ՝ նախարարներին, մարզպետներին, նույնիսկ երկրի նախագահին ուղղված նման պահանջներն էլի կարող են հասկանալի լինել, բայց ի՞նչ է նշանակում պահանջել նաև թաղային հեղինակությունների հրաժարականները: Այդ երբվանից Հայաստանում «թաղային հեղինակություն» ասվածը դարձավ պաշտոն, որ մի հատ էլ պետք է նրանց հրաժարականը պահանջել ...

«Թաղային հեղինակություն» ասվածը յուրաքանչյուր համայնքում կամ թաղամասում շատ նեղ (որպես կանոն՝ հանցավոր բարքերով ապրող) շրջանակի կողմից ընդունված անձնավորություն է, և միայն այդ խիստ փոքրաթիվ, մատների վրա հաշված մարդկանց համար տվյալ մարդը կարող է հանդիսանալ հեղինակություն: Նույն տեղում ապրող մնացած մարդիկ՝ ճնշող մեծամասնությունը, չեն ապրում վերոհիշյալ բարքերով, հաշվի չեն առնում դրանք, չեն հարգում այդ բարքերն ու այդ բարքերին գերի դարձածներին, հետևաբար, մարդկանց ճնշող մեծամասնության համար այդ «հեղինակություն» ասվածները ոչինչ են, զրո, փաստացի՝ գոյություն չունեցող կատեգորիա: Այսինքն՝ ստացվում է, որ Րաֆֆիի Հովհաննիսյանը պահանջում է «ոչնչի հրաժարականը»: Դա նշանակում է, որ Հովհաննիսյանը նախևառաջ այդ «ոչնչին» ընդունում է որպես հեղինակություն, հակառակ դեպքում որպես ի՞նչ պետք է ընդհանրապես խոսեր գոյություն չունեցող կատեգորիայի մասին:

Իսկ արդյունքն այն է, որ երբեմնի՝ կես միլիոն համակիր ունեցող և երկիրը ղեկավարել հավակնող քաղաքական գործիչն այսօր այդ նույն կես միլիոնի համար դարձել է ուրախության աղբյուր, բայց որ առավել անհավանական է, նա դեռ հավակնում է երկիրը ղեկավարել՝ թաղային հեղինակությունների հրաժարականներ պահանջելով:
