Ընտանիքներում երրորդ և հաջորդ երեխաների դեպքում վճարվող ծննդյան միանվագ նպաստի և ընտանեկան դրամագլխի օգտագործման առնչությամբ գատկապես գյուղական համայնքներում որոշակի խնդիրներ էին ծագել:

Ընտանեկան դրամագլխի միջոցները, ըստ գործող կարգի, կարող են օգտագործվել հիփոթեքային վարկի մայր գումարը մարելու, տոկոսագումարը վճարելու, ընտանիքի անդամի ուսման վարձը վճարելու և ընտանիքի անդամի բժշկական ապահովագրություն ձեռք բերելու համար:

Սակայն պարզվում է, որ գյուղական բնակավայրերի բնակչությունը դրամագլխի միջոցները գործնականում չի կարողանում լիարժեք օգտագործել հիփոթեքային վարկի մայր գումար մարելու և տոկոսագումար վճարելու համար: Առանձին դեպքերում բանկի պահանջներին չբավարարելու պատճառով, գյուղական բնակավայրերում գտնվող անշարժ գույքի հիփոթեք չի ձևակերպվում, այն դեպքում, երբ ընտանեկան դրամագլխի միջոցները բավարար են տվյալ գյուղում անշարժ գույք ձեռք բերելու համար:

Բացի դրանից, գյուղաբնակներին տրամադրվում են գերազանցապես գյուղատնտեսական վարկեր: Հիպոթեքով ապահոված վարկերն առավել հատուկ են քաղաքների և մեծ թվով բնակչություն ունեցող գյուղերի համար, որտեղ բնակչության եկամուտները համեմատաբար կայուն են, իսկ գրավի առարկան՝ բնակելի տունը կամ բնակարանը` առավել բարեկարգ:

Ելնելով ընտանեկան դրամագլխի օգտագործման արդյունավետությունը բարձրացնելու անհրաժեշտությունից, կառավարությունը վերջերս ավելացրեց դրա օգտագործման ուղղությունները: Մասնավորապես, ընտանեկան դրամագլխի միջոցները այսուհետ կօգտագործվեն նաև գյուղատնտեսական վարկի տոկոսագումար վճարելու և մայր գումար մարելու համար, եթե վարկի տոկոսադրույքը մասնակի սուբսիդավորվում է կառավարության կողմից:

Հաջորդը, հեռավոր, սահմանամերձ, բարձրլեռնային, լեռնային, մինչև 1000 բնակիչ ունեցող գյուղական բնակավայրերում բնակարանի կամ բնակելի տան կամ այլ անշարժ գույք գնելու համար դրամագլխի միջոցները օգտագործելու հնարավորությունն է, եթե գնորդը հաշվետիրոջ (երեխայի) ծնողն է կամ որդեգրողը: Դա կկատարվի գումարը գույք վաճառողի բանկային հաշվին փոխանցելու միջոցով:
