ՀՀ քաղաքացիական ծառայության համակարգում ընդգրկված 46 պետական մարմինների աշխատակազմերում 2015թ. հայտարարվել է քաղաքացիական ծառայության բարձրագույն, գլխավոր և առաջատար 908 թափուր պաշտոնի զբաղեցման մրցույթ, որոնց մասնակցելու հայտ է ներկայացրել 2369 քաղաքացի: Ինչպես տեղեկացրին ՀՀ քաղաքացիական ծառայության խորհրդի մամուլի բ աժնից, հայտարարված մրցույթներից կայացել է 765-ը, որոնց մասնակցել է հայտ ներկայացրած քաղաքացիներից 1484-ը: Հիմնականում մասնակիցներ չլինելու պատճառով չի կայացել հայտարարված թափուր պաշտոնի զբաղեցման 143 մրցույթ, գերակշիռ մասը՝ գլխավոր պաշտոնների խմբից: Իսկ կայացած 135 մրցույթում հաղթող ճանաչվող չի եղել: Այսինքն, ընդհանուր առմամբ, անարդյունավետ մրցույթները 278-ն են, որը կազմում է հայտարարված մրցույթների մոտ 30 տոկոսը:

2015թ. չորս փուլով կազմակերպվել է նաև քաղաքացիական ծառայության կրտսեր պաշտոնների զբաղեցման համար անհրաժեշտ հավաստագիր ստանալու թեստավորման գործընթացը: Թեստավորմանը մասնակցել է 1254 քաղաքացի, որոնցից հավաստագիր ստանալու իրավունք է ձեռք բերել 287-ը, կամ մասնակիցների գրեթե 17 տոկոսը:  Նրանցից 163-ը տարվա ընթացքում նշանակվել են քաղաքացիական ծառայության կրտսեր թափուր պաշտոններում:  

Նախորդ տարի սահմանված կարգով ատեստավորվել է 1778 քաղաքացիական ծառայող: Ատեստավորման ընթացքում որոշվում է զբաղեցրած պաշտոններին քաղաքացիական ծառայողների համապատասխանությունը:  Ըստ արձանագրված արդյունքների, տարվա ընթացքում 16 քաղաքացիական ծառայող ատեստավորման հանձնաժողովների համապատասխան որոշումներով ճանաչվել է զբաղեցրած պաշտոններին չհամապատասխանող և այդ հիմքով ազատվել աշխատանքից: Վերջիններիս մեծ մասը եղել են կրտսեր պաշտոններ զբաղեցնողներ:

Արձանագրվել է քաղաքացիական ծառայության թափուր պաշտոնների զբաղեցման մրցույթների, ինչպես նաև քաղաքացիական ծառայողների ատեստավորման արդյունքների բողոքարկման 10 դեպք: Դրանցից 5-ը ՀՀ ՔԾԽ-ի կողմից բավարարվել է հօգուտ մրցույթի մասնակիցների (2) և ատեստավորված քաղաքացիական ծառայողների (3): 5-ի դեպքում դիմումները համարվել են չհիմնավորված:  

2015թ. ՀՀ քաղաքացիական ծառայության խորհուրդը ներ­գրավ­­­վել է քաղաքացիական ծառայության հետ կապված հարցերով 7 դատական գործ­ընթացում (այդ թվում` 2014 թվականին չավարտված 2 դատական գործընթացում): 1 դատական գործով վճիռը կայացվել հօգուտ քաղաքացու, 2 դատական գործով վճիռները կայացվել են հօգուտ Խորհրդի, իսկ 4 դատական գործ գտնվում է ­ընթացքի մեջ:
