Այն, որ Հայաստանի կրթության և գիտության նախարարությունը նպատակային քայլեր է իրականացնում «բուհ ընդունվելը՝ հեշտ, սովորելը՝ դժվար» սկզբունքը կյանքի կոչելու ուղղությամբ, կարծում եմ, ողջունելի է, քանի որ հազիվ թե որևէ այլ երկրում որևէ այլ ժողովուրդ այսքան դեպրեսիվ ընդուներ ընդունելության քննությունները գործընթացը: Զարկերակային ճնշումը մինչև 300 հասցնելու աստիճան լարվածությունը թե դիմորդներին, թե նրանց ծնողներին ու ողջ ազգուտակին գրեթե կաթվածի է հասցնում տարիներ շարունակ, ինչը փոքր-ինչ մեղմվել է վերջինմ մեկ-երկու տարիներին: Լավ է, իհարկե, եթե պատճառը մեր մեծ ուսումնատենչությունն է, սակայն իրականությունն այն է, որ առավել հաճախ գործում է «իմ էրեխեն ումից ա պակաս» հոգեբանությունը:
Անշուշտ, հեշտ ընդունելությունն իր մեջ նաև վտանգ ունի՝ ապագայում թույլ կադրեր ունենալու տեսակետից՝ հաշվի առնելով բուհերում ուսումնական գործընթացի առկա «ավանդույթները»: Սակայն այս վտանգը կարող է դուրս մղվել, եթե իրոք կամք դրսևորվի ապահովել ուսման գործընթացի բացարձակ անաչառություն մի կողմից և կուլ չգնալ «հազիվ փող տվող ուսանող է ընկել ձեռքներս, ոնց հեռացնենք, ջհանդամ, թե գլուխը դատարկ է» մտայնությանը մյուս կողմից:
Հասկանալի է, որ խոսքն առաջին հերթին վերաբերելու է ոչ մրցութային, այսպես ասած՝ վճարովի համակարգի մասին, իսկ պետպատվերի համակարգում ընդունելության քննությունները կպահպանվեն: Ահա այս մասին է, որ ուզում ենք խոսել: Հաճախ վճարովի-անվճար ուսանողներին բաժանում է ընդամենը... 0,5 միավոր: Այսինքն, որևէ մասնագիտության գծով պետպատվերով ընդունվել է (կամ մոգ-երով անցել է), օրինակ, 58,5 միավորով (կամ պայմանական որևէ մոգ-ով): Իսկ ահա 58 միավորով ուսանողնն ընդունվել է վճարովի համակարգ: Եվ ուշադրություն: Նույն վճարն է վճարում և այդ ուսանողը և, ասենք, 30 միավորով ընդունվածը: Ընդունեք, որ ազնիվ չէ: Շատ ավելի ազնիվ ու արդարացի կլիներ, եթե կրթության նախարարությունը մտածեր տարբերակված վարձերի մասին: Այսինքն, սահմանվեին միավորային հստակ շեմեր: Պայմանականորեն ասած, ենթադրենք 60-58 (կամ ասենք 97 մոգ) միավոր՝ անվճար, 57.5-56-ը ՝ 75 տոկոս զեղչ, 56-55՝ 50 տոկոս զեղչ, մնացյալը՝ վճարովի (թեկուզ՝ լինի նաև 25 տոկոս զեղչ): Վերջապես անհրաժեշտ է զեղչային համակարգը սոցիալական հենքից տեղափոխել գիտելիքային հենք:
