«Ժամանակ» թերթը գրում է. «Ըստ մամուլում հրապարակված տեղեկությունների, ՀՅԴ պատվիրակությունն այս օրերին հանդիպել է Սերժ Սարգսյանին եւ առաջարկել Տարածքային կառավարման եւ արտակարգ իրավիճակների միավորված նախարարությունը նորից բաժանել եւ տարածքային կառավարումը հանձնել ՀՅԴ-ին։ Սերժ Սարգսյանը, ըստ տեղեկությունների, մերժել է: Փաստորեն, այսպես ասած կոալիցիոն քննարկումները սկսվել են: Եվ այն, որ սկսվել են ըստ էության Սերժ Սարգսյանի մերժումով, միանգամայն սպասելի է ու տրամաբանական:

ՀՅԴ-ի եւ ԲՀԿ-ի հետ քննարկումները Սերժ Սարգսյանի համար այսպես ասած երկսայրի սուր է, նկատի ունենալով այն, որ մի կողմից նա ՀՀԿ-ին է փորձելու զսպել ՀՅԴ-ի եւ ԲՀԿ-ի միջոցով, մյուս կողմից ՀՀԿ-ի միջոցով փորձելու է զսպել ՀՅԴ-ին ու ԲՀԿ-ին: Արդյունքում, Սերժ Սարգսյանը փորձելու է այդ երկակի խաղն օգտագործել առավելագույնս շահեկան ներիշխանական իրավիճակից դուրս գալու համար, որի արդյունքը բնականաբար լինելու է 2017 թվականին խորհրդարանում առավելագույնս վերահսկելի եւ նաեւ փոխադարձ զսպման մեխանիզմներով մեծամասնություն ունենալը, որն էլ լինելու է նախագահական պաշտոնից հետո վարչապետի պաշտոնը ստանալու նրա հիմնական հույսերից կամ գրավականներից մեկը:

Այդպիսով, Սերժ Սարգսյանը ՀՅԴ-ին մերժումը բնականաբար փորձելու է հնարավորինս թանկ գնով վաճառել ՀՀԿ-ի, եւ գուցե մի քիչ էլ ԲՀԿ-ի վրա, չի բացառվում նաեւ այլ մերձիշխանական տնտեսական կամ քաղաքական շրջանակների: Որքան կվճարեն ՀՀԿ-ն ու ԲՀԿ-ն: Այստեղ, իհարկե, առանցքայինը ՀՀԿ-ի վճարունակությունն է, թե ինչքանով է ՀՀԿ-ն պատրաստ բավական բարձր գին վճարել Սերժ Սարգսյանի եւ ՀՅԴ-ի պոտենցիալ պայմանավորվածությունները կամ պայմանավորվածությունների պոտենցիալը ձեռք բերելու համար:
