Խոշոր հարկ վճարողներն 9 տոկոսով ավելացրել են հարկային մուտքերը

ՀՀ ֆինանսների նախարարության խոշոր հարկ վճարողների հարկային տեսչությունում հաշվառված 515 խոշոր բիզնեսի ներկայացուցիչների հետ հունվարի 20-ին աշխատանքային խորհրդակցություն է անցկացվել, որի ընթացքում ամփոփվել են 2015թ. արդյունքները և ներկայացվել 2016 թվականի ընթացքում ինչպես տեսչության, այնպես էլ բոլոր խոշոր հարկ վճարողներ ի առջև ծառացած մարտահրավերները:

Ինչպես տեղեկացրին ՀՀ Ֆինանսների նախարարությանտեղեկատվության և հասարակայնության հետ կապերի բաժնից, խորհրդակցության ժամանակ նշվել է, որ տեսչությունում հաշվառված հարկ վճարողների կողմից նախորդ տարի պետական բյուջե է վճարվել 383,3 միլիարդ դրամ հարկային եկամուտ, ինչը նախորդ տարվա նկատմամբ ավելի է 9 տոկոսով. այդպիսով` պետական բյուջեի եկամտային մասի հիմնախնդիրները գլխավորապես լուծվել են խոշոր հարկ վճարողների և ամենից առաջ` տվյալ տեսչությունում հաշվառված հարկատուների վճարած եկամուտների արդյունքում:

Խորհրդակցության  մասնակիցներին ֆինանսների նախարարի տեղակալ Արմեն Ալավերդյանը ներկայացրել է 2016 թվականի բյուջետային մարտահրավերները, մասնավորապես, բյուջետային լրացուցիչ եկամուտների սահմանափակումները` կապված ՓՄՁ-ների, գործող հարկային արտոնությունների, տնտեսության ճյուղային կառուցվածքի հետ, հետևաբար եկամուտների ապահովման առումով ընթացիկ տարում շեշտադրումը կատարվելու է հիմնականում խոշոր բիզնեսից ակնկալվող եկամուտների վրա:

Խոշոր հարկ վճարողների հարկային տեսչության պետ Ռաֆիկ Մաշադյանը ներկայացրել է այն հարկային ռիսկերը, որոնք առկա են առանձին հարկ վճարողների մոտ` կապված շրջանառությունների անկման, գնային խախտումների, հարկային բեռի չհիմնավորված նվազեցումների, իրական եկամուտների թերհայտարարագրման, շահութաբերության չհիմնավորված մակարդակի, հարկային վնասների և այլ երևույթների հետ: Հատկապես կարևորվել է խոշոր հարկ վճարողների գործարքների փաստաթղթավորմանը ներկայացվող պահանջների կատարումը: 

Խորհրդակցության ընթացքում նշվել է, որ քիչ չեն այն դեպքերը, երբ հարկային ռիսկերը կապված են ոչ թե տնտեսության այս կամ այն ճյուղի զարգացման առանձնահատկությունների հետ, այլ պայմանավորված են գործող տնտեսվարման պայմաններում հենց բիզնեսի կողմից ցուցանիշները կամ հարկային եկամուտները միտումնավոր քիչ վճարելու ցանկությամբ. «Այն հարկատուների նկատմամբ, որոնք կդրսևորեն ագրեսիվ հարկային պլանավորման վարքագիծ և քիչ կհաշվարկեն հարկերը, կկիրառվի վարչարարություն»,- ընդգծել է Ռաֆիկ Մաշադյանը: 

Հայաստանի գործարար ների և արդյունաբերողների միության նախագահ Արսեն Ղազարյանի գնահատմամբ` վերջին տարիներին էապես փոխվել է խոշոր բիզնեսի հարկային պարտավորությունների կատարման պատկերը, ինչը պետություն-բիզնես փոխհարաբերությունների ամրապնդման արդյունք է. «Հավասար մրցակցային դաշտի ստեղծումը նպաստում է հարկային պարտավորությունների պատշաճ կատարմանը»: «Արփա-Սևան» ԲԲԸ գլխավոր տնօրեն Պարույր Հակոբյանի խոսքով` խոշոր բիզնեսի հետ ավանդույթ դարձած հանդիպումը գործընկերային դեր է խաղում Ֆինանսների նախարարության և հարկ վճարողների հետ փոխհարաբերություններում: «Հայբիզնեսբանկ» ՓԲԸ վարչության նախագահի տեղակալ-ֆինանասական դեպարտամենտի տնօրեն Մանվել Սահակյանի դիտարկմամբ` պարբերական բնույթ կրող նման հանդիպումներում բիզնեսից հնչող մի շարք հարցադրումներ հստակեցվում և օպերատիվ լուծումներ են ստանում:
