ԱՄՆ ՄԶԳ-ն նպաստում է ՀՀ հանքարդյունաբերության ոլորտի թափանցիկությանն բարձրացմանը

ԱՄՆ միջազգային զարգացման գործակալությունը կաջակցի Հայաստանի կառավարությանը հանքարդյունաբերության ոլորտում թափանցիկության բարձրացմանը նպաստելու համար:

Կառավարության հունվարի 20-ի նիստի հաստատմանն է ներկայացվել որոշման նախագիծ, որը թույլ կտա իրականացնել «Հանքարդյունաբերության ոլորտի թափանցիկության բարելավում» ծրագիրը` ԱՄՆ ՄԶԳ-ի օժանդակությամբ:

Մասնավորապես, Հայաստանի և ԱՄՆ-ի կառավարությունների միջև 2015 թվականի նոյեմբերի 12-ին ստորագրված փոստաթղթով իրականացվելու է Հայաստանում «Հանքարդյունաբերության ոլորտի թափանցիկության բարելավում» դրամաշնորհային ծրագիրը, որի նպատակն է օժանդակել ՀՀ Կառավարությանը` հանքարդյունաբերության ոլորտի  թափանցիկության և հաշվետվողականության խթանմանն ուղղված ջանքերի իրագործման հարցում:  Հատկացվող միջոցներն ուղղվելու են «Հանրապետական երկրաբանական ֆոնդ» ՊՈԱԿ-ում առկա ֆոնդային նյութերի թվայնացմանն ու հրապարակմանը, արդյունահանող ճյուղերի թափանցիկության նախաձեռնությանը (EITI/ԱՃԹՆ) միանալուն ուղղված նախապատրաստական քայլերի և Հանրային իրազեկման որոշակի գործողությունների իրականացմանը:

Ծրագրի իրականացման ժամկետը նախատեսվում է 2015թ. նոյեմբերի 12-ից մինչև 2017թ. հուլիսի 11-ը` 356 հազար 205 դոլար ընդհանուր բյուջեով, որից 2016թ. նախատեսվում է ծախսել 254 հազար 650 դոլարը, իսկ 2017թ.` 101 հազար 555-ը:

Ակնկալվում է, որ ծրագիրը կնպաստի հանքարդյունաբերության ոլորտի արդյունավետությանը և պետական քաղաքականության մշակման գործընթացում պետություն-հանրություն համագործակցության խորացմանը: Հանքարդյունաբերության տվյալների շտեմարանի թվայնացումը և տեղեկատվության հանրայնացումը, ինչպես նաև ԱՃԹՆ-ին անդամակցելուն ուղղված` Հայաստանի Հանրապետության ջանքերը կհանգեցնեն ավելի բաց և արագ արձագանքող քաղաքականության մշակմանն ու իրականացմանը:  Ծրագրի շնորհիվ հսկայական ծավալի  տեղեկատվություն հասանելի կդառնա հետաքրքրված քաղաքացիական հասարակության կազմակերպությունների, լրատվամիջոցների, կրթության ոլորտի ներկյացուցիչներին և քաղաքացիներին, ինչը նպաստի կհանգեցնի  կառավարության հետ հանքարդյունաբերության ոլորտի  վերահսկման և քաղաքականության մշակման շուրջ տեղեկացված երկխոսության ձևավորմանը: Միաժամանակ, ԱՃԹՆ-ին անդամակցելուն ուղղված առաջին քայլերի իրականացման միջոցով ծրագիրը հանքարդյունաբերության ոլորտի առավել մտահոգիչ կողմերի` ներառյալ հանքարդյունաբերությունից ստացված եկամուտների վերաբերյալ բազմակողմ` կառավարություն-բիզնես-քաղաքացիական հասարակություն հանրային քննարկումների սկիզբ կդնի:
