Եվրախորհրդարանը բանաձև է ընդունել Ադրբեջանում իրավապաշտպանների դատական հետապնդումների վերաբերյալ և վստահեցրել, որ բանաձևում ներառված պահանջները չկատարելու դեպքում Ադրբեջանի նկատմամաբ պատժամիջոցներ կկիրառի: Եվրոպային խոցել էին Ալիևի՝ ԵԽԽՎ-ում ունեցած ելույթում հնչեցրած խոսքերը, երբ նա եվրոպական երկրներին մեղադրել էր ոչ ժողովրդավարական լինելու մեջ և նշել, որ այն, ինչ կատարվում է Ադրբեջանում, կատարվում է նաև եվրոպական երկրներում: Հիմա ԵՄ-ի համար լավ առիթ է ստեղծվել այդ երկրին ապտակ հասցնելու համար:
Սրանով Արևմուտքը լուծում է երկու խնդիր. արժեքային՝ քաղաքականությունը որպես հեղինակության համար պայքար և ստրատեգիական՝ քաղաքականությունը որպես շահերի բախման և միասնության հարաբերություն: , Ալիևին պետք է ցույց տալ, որ իր տված նավթը, այսինքն՝ տնտեսական օգուտը, չի կարող վեր լինել տասնամյակներով ստեղծված հեղինակությունից, դրանք ինչ-որ եզրերով համադրելի, սակայն ոչ նույնական արժեքներ են, մեկը կարող է բխել մյուսից, բայց չի կարող գերազանցել, և, առանց հեղինակության, այդ տնտեսական հոսքերը սահմանափակվում են:
, Եվրոպայի համար լավ միջոց է դիկտատորական տիպի երկրների դեմ նաև գաղտնի քաղաքականություն վարելու համար: Ոչ ոք չի ընդդիմանա, ոչ ոք չի մեղադրի շահադիտական նպատակների մեջ, սակայն նպատակը կարող է սահմանվել հետապնդված կոնկրետ շահով, այլ ոչ համամարդկային արժեքներով: Ռուսաստանի հետ Ադրբեջանի մերձեցման անթաքույց փորձերը՝ ԵԱՀԿ ՄԽ-ի բացահայտ մերժումից ՌԴ նախագահի ներկայությամբ, մինչև ՌԴ միջնորդության ճանաչում, խաղաղապահների տեղակայում և ՀԱՊԿ ու ԵԱՏՄ անդամության ակնարկում, չէին կարող աննկատ մնալ դիվանագիտության և քաղաքական հնարքների մշակումների դարբնոց Եվրոպայից: Եվ պատասխանը չուշացավ նաև այս իմաստով: Ադրբեջանը ստիպված պետք է կատարի Եվրախորհրդարանի պահանջը, դրանով էլ կհաստատի իր կախվածությունը եվրոպական քաղաքականությունից:
