Հայաստանի Հանրապետության օդային տարածքում և օդանավակայաններում ներդրվելու է Քաղաքացիական ավիացիայի միջազգային կազմակերպության  (ԻԿԱՕ) բնութագրերի վրա հիմնված նավիգացիայի (PBN) կոնցեպցիա:

Այդ ուղղությամբ աշխատանքների իրականացումն ընդգրկաված է ՀՀ կառավարության 2016 թվականի գերակա ծրագրերի թվում:

2010 թվականին կայացած ԻԿԱՕ-ի 37-րդ ասամբլեիայի բանաձևով ընդունված պահանջը և շարունակական արդիականացման` բնութագրերի վրա հիմնված նավիգացիայի (PBN) կոնցեպցիայի ներդրման, ինչպես նաև աերոդրոմի շրջանում իրականացվող թռիչքների նավիգացիոն շեղումները նվազեցնելու նպատակով անհրաժեշտություն է առաջացել՝ ԻԿԱՕ-ի բնութագրերի վրա հիմնված նավիգացիայի (PBN) կոնցեպցիայի ներդրումը «Շիրակ» աերոդրոմում, «Զվարթնոց» աերոդրոմի ԻԿԱՕ-ի բնութագրերի վրա հիմնված նավիգացիայի (PBN) կոնցեպցիայի վայրէջքային սխեմաների արդիականացում, ՀՀ օդային տարածքում Շրջանային նավիգացիայի (ԱՐՆԱՎ/RNAV) թարմացում:

Ըստ կառավարության՝ նշված աշխատանքների իրականացումը նպատակաուղղված է թռիչքների անվտանգության մակարդակի բարձրացմանը: Գերակա խնդրի լուծումը ՀՀ-ում կապահովի միջազգային կազմակերպությունների կողմից սահմանված պահանջների համապատասխանեցումը:

Բնութագրերի վրա հիմնված նավիգացիայի (PBN) կոնցեպցիան պարունակում է մի շարք առավելություններ, որոնք թույլ են տալիս կոմերցիոն տեսանկյունից ավելացնել թռիչքների արդյունավետությունը` նվազեցնելով ճանապարհի երկարությունը երթուղով և մոտեցման ընթացքում, բարձրացնել արտադրողականությունը` նվազեցնելով տարածական բաժանման հետագծերը, բարձրացնել անվտանգության մակարդակը նավիգացիոն ճշգրտության բարձրացմամբ, կատարելագործել ժամանման սխեմաները օդանավակայաններում բոլոր եղանակային պայմաններում և պահպանել խոչընդոտների անցման կարևորագույն բարձրությունների պահանջները օդանավի թռիչքի օպտիմիզացված ուղիների միջոցով: Այն կնպաստի նաև ուշացումների նվազեցմանը  օդային տարածքում և օդանավակայաններում, ներդնելով հանգույցային շրջաններում լրացուցիչ զուգահեռ երթուղիներ և լրացուցիչ մեկնման ու ժամանման կետեր:

Արդյունքում ՀՀ-ն կհանդիսանա ԻԿԱՕ-ի անդամ առաջին պետություններից, ով ամբողջովին կհամապատասխանի 37-րդ ասամբլեիայի A37-11 բանաձևով ընդունված պահանջներին:
