Տնտեսագետ Վիլեն Խաչատրյանը թերահավատորեն է վերաբերում հրապարակումներին, թե Հայաստանի պետական պարտքը գերազանցել է 5 միլիարդի շեմը: Tert.am-ի հետ զրույցում Վիլեն Խաչատրյանն ասաց, որ 2015թ.-ի 11 ամիսների վիճակագրության համաձայն դեռ նոյեմբեր ամսի դրությամբ պարտքը նվազել է շուրջ 13 միլիոն ԱՄՆ դոլարով՝ կազմելով 4 միլիարդ 827 միլիոն ԱՄՆ դոլար:

«5 միլիարդը հատելու համար դեկտեմբեր ամսին պետք է 150 միլիոն ԱՄՆ դոլարի պարտք վերցրած լինեին: Այդ ժամանակ հնարավոր է, որ հատեր: Բայց նման պաշտոնական վիճակագրություն չկա»,- նշեց տնտեսագետը:

Հարցին՝ նման փոքր տնտեսություն ունեցող պետության համար վտանգավոր չէ՞ 5 միլիարդին մոտ պարտք ունեցող ցուցանիշը, Վիլեն Խաչատրյանը դրական պատասխան տվեց:

«Այո, ցուցանիշը շատ մոտ է 5 միլիարդի սահմանագծին: Այն մոտենում է ՀՆԱ-ի 50 տոկոսին: Սա նշանակում է, որ տնտեսության մեջ խնդիրները լուծում ենք պարտքեր վերցնելու եղանակով, ինչը ճիշտ չէ:

Յուրաքանչյուր տնտեսություն պետք է ավելի շատ տնտեսական աճ ունենա, քան արտաքին պարտք:

Երբ որ տարեկան կտրվածքով մենք համեմատում ենք այս երկու ցուցանիշները, ավելի շատ պարտք ենք վերցնում, քան տնտեսական ցուցանիշ ունենք: 2 կամ 2,5 տոկոս տնտեսական աճը, որը գրանցվում է Հայաստանում, հավասար է մոտավորապես 250 միլիոն ԱՄՆ  դոլարի, իսկ մենք ամեն ամիս միջին հաշվով 40-ից 50 միլիոն ԱՄՆ դոլարի պարտք ենք վերցնում»,- մանրամասնեց Վիլեն Խաչատրյանը:

Տնտեսագետը նշեց, որ այս ամենը նշանակում է մեկ բան, որ Հայաստանի տնտեսական զարգացումները դանդաղել են, ուստի բյուջետային խնդիրները կամ առաջացած այլ հարցեր՝ լուծվում են արտաքին պարտքի միջոցով: Իսկ թե որքանո՞վ են արդյունավետ ծախսվում այդ խնդիրների լուծման համար ուղղված միջոցները, Վիլեն Խաչատրյանը համոզմունք հայտնեց, որ հարցը խիստ վիճարկելի է:

Հիշեցնենք, որ «Ժողովուրդ» օրաթերթը օրերս գրել էր, որ ընթացիկ 2016 թ.-ը Հայաստանը թևակոխել է 5 միլիարդ 71 միլիոն դոլար պետական պարտքով: Ըստ թերթի հրապարակման` անցած 2015 թվականի սկզբին Հայաստանի պետական պարտքը եղել է 4 միլիարդ 441 մլն 500 հազար դոլար: Այսինքն՝ անցած տարվա ընթացքում Հայաստանի պետական պարտքը ավելացել է 629 միլիոն 500 հազար դոլարով:
