ՀՀ աշխատանքի և սոցիալական հարցերի նախարարությունը ներկայացրել է ընտանեկան դրամագլխից ամսական 25000 դրամ օգտագործելու կարգը

ՀՀ կառավարության 2014 թվականի մարտի 6‑ի N 275-Ն որոշման մեջ կատարված փոփոխությունների և լրացումների արդյունքում նոր ծնված երեխայի մեկ տարին լրանալուց հետո կարելի է ընտանեկան դրամագլխից փոխանցում կատարել նաև ցանկացած բանկային հաշվի` բայց ոչ ավելի քան ամսական 25000 դրամը:  

Նշված գումարը տնօրինելու համար ընտանեկան դրամագլուխը տնօրինելու իրավունք ունեցող ծնողը բանկին ներկայացնում է դիմում: Բանկը դիմումի հիման վրա ընտանեկան դրամագլխից գումարը փոխանցում է դիմողի կողմից ներկայացրած բանկային հաշվին ոչ ուշ, քան դիմում ներկայացնելուն հաջորդող 3-րդ աշխատանքային օրը:  

Ընդ որում, ընտանեկան դրամագլխի գումարը ցանկացած բանկային հաշվի փոխանցելու միջոցով տնօրինելու ժամկետը սահմանվել է մինչև 2016 թվականի դկտեմբերի 31-ը:  

1-ին և 2-րդ երեխայի ծնվելու կապակցությամբ տրվող երեխայի ծննդյան միանվագ նպաստը, իսկ 3-րդ և յուրաքանչյուր երեխայի ծնվելու դեպքում նպաստի՝ ուղղակի վճարվող գումարն այսուհետ կվճարվի բացառապես անկանխիկ եղանակով: Սա նշանակում է, որ երեխայի ծննդյան միանվագ նշանակելու դիմում ներկայացնելիս, եթե ծնողն արդեն ունի իր անունով բացված բանկային հաշիվ այն բանկում, որը կնքել է նպաստի վճարման ծառայությունների մատուցման պայմանագիր, իր դիմումում նշում է այդ բանկային հաշվեհամարը, որին էլ փոխանցվում է գումարը: Եթե ծնողը չունի իր անունով բանկային հաշիվ կամ ունի, սակայն այնպիսի բանկում, որը չի կնքել նպաստի վճարման ծառայությունների մատուցման պայմանագիր, ապա նա իր դիմումում նշում է պայմանագիր կնքած բանկերի ցանկից այն բանկի անվանումը, որտեղից ցանկանում է ստանալ գումարը: Դիմումում նշված ծնողի տվյալներն ուղարկվում են բանկին: Բանկն անվճար ծնողի անվամբ բացում և սպասարկում է բանկային հաշիվ, որին էլ փոխանցվում է գումարը: Ծնողի անվամբ բանկային հաշիվ բացելու համար անհրաժեշտ տվյալները և վճարման ենթակա գումարն ստանալու օրվան հաջորդող օրվանից հետո բանկին ծնողը կարող է ներկայացնել գումարը ստանալու պահանջ: 

Ընդ որում, այդ գումարն ստանալու պահանջը ծնողը բանկ պետք է ներկայացնի ծնողի անվամբ բանկային հաշիվ բացելու համար անհրաժեշտ տվյալները և վճարման ենթակա գումարն ստանալու օրվան հաջորդող 12 ամսվա ընթացքում: Ներկայում աշխատանքներ են տարվում բանկերի հետ պայմանագրերը կնքելու ուղղությամբ: Պայմանագիր կնքած բանկերի անվանումներով ցանկը կհրապարակվի նախարարության պաշտոնական կայքէջում:  

Չաշխատող անձին նշանակված մայրության նպաստի վճարման կարգում ևս ներդրվել է երեխայի ծննդյան միանվագ նպաստի վճարման այս նոր կարգը: 

Այս դեպքում նույնպես մայրության նպաստ նշանակելու դիմումում պետք է նշի անձի անվամբ բացված բանկային հաշվեհամարը կամ բանկի անվանումը, որտեղից անձը ցանկանում է ստանալ գումարը: Նպաստի վճարման գործընթացի հետագա քայլերը նույնն են, ինչ երեխայի ծննդյան միանվագ նպաստի դեպքում:  

Միանվագ նպաստների վճարման կարգերի փոփոխությունը նպատակ է հետապնդում բացառել նշված գումարները շահառուին տրամադրելու փոխհարաբերություններում կոռուպցիոն ռիսկերը, բարձրացնել նպաստների հասցեականությունը:
