Սարսանգի ջրամբարի ռեսուրսներից Ադրբեջանի սահմանամերձ գյուղերի բնակիչներին ջուր հատկացնելու հարցը պետք է լինի բացառապես Լեռնային Ղարաբաղի Հանրապետության և Ադրբեջանի միջև բանակցության խնդիր: Արմենպրեսի հաղորդմամբ` լրագրողների հետ հանդիպմանը այսպիսի տեսակետ արտահայտեց պատգամավոր, ՀՀ Ազգային ժողովի ֆինանսավարկային և բյուջետային հարցերի մշտական հանձնաժողովի նախագահ Գագիկ Մինասյանը: Նրա խոսքով` այդպիսի բանաձևերը պարտադիր կիրառման ուժ չունեն, սակայն չի կարելի նաև դրանք արհամարհել: «Մենք իրողությունը պետք է խորն ուսումնասիրենք ու անենք այն, ինչն ըստ էության միշտ փորձել ենք անել: Հայկական կողմը, մասնավորապես, Լեռնային Ղարաբաղի Հանրապետությունը, որն այդ ջրային ռեսուրսների միակ տերն է, պետք է միջազգային հանրությանը ներկայացնի իր սկզբունքային դիրքորոշումը: Ցանկացած խնդիր կարելի է լուծել միայն երկկողմ բանակցությունն երի արդյունքում: Եթե ադրբեջանական կողմը ցանկություն ունի օգտվելու այդ ջրային պաշարներից իր համար նախընտրելի ժամանակաշրջանում, ԼՂՀ-ն դեմ չի գնա այդ խնդրի քննարկմանը: Եթե այդ քննարկումները տեղի ունենան երկու պետությունների` ԼՂՀ-ի ու Ադրբեջանի միջև, ես կարծում եմ, կընտրվի լուծում, որը նման իրողությունների պարագայում շահավետ կլինի երկու երկրների ժողովուրդների համար»,-ասաց Գագիկ Մինասյանը:

Իսկ եթե Ադրբեջանը չգնա այդ քայլին միայն նրա համար, որ չի ճանաչում Լեռնային Ղարաբաղի Հանրապետությունը, նշանակում է Ադրբեջանը հրաժարվում է իր իսկ առաջ տարած բանաձևից:
