Մարդու իրավունքների եվրոպական դատարանը (ՄԻԵԴ) ադրբեջանցի ոճրագործ Ռամիլ Սաֆարովին արտահանձնելու և վաղաժամ ազատ արձակելու գործով որպես պատասխանող կողմ է ճանաչել Հունգարիայի և Ադրբեջանի կառավարություններին: Ինչպես հաղորդում է  Արմենպրեսը` վկաչակոչելով դատարանի կայքը, ՄԻԵԴ համապատասխան դիմում էին ներկայացրել Գուրգեն Մարգարյանի հարազատները, որոնց դատարանում ներկայացնում են Մարդու իրավունքների եվրոպական փաստաբանական կենտրոնը, հայկական հասարակական Legal Guide կազմակերպությունը և Նազելի Վարդանյանը:

2004թ. փետրվարի 19-ի գիշերը Ռամիլ Սաֆարովը թաքուն մտել էր Գուրգեն Մարգարյանի սենյակը եւ կացնահարել քնած հայ սպային: Երկարատեւ դատական գործընթացից հետո 2006թ. ապրիլին Սաֆարովը Բուդապեշտի դատարանի կողմից ցմահ ազատազրկման էր դատապարտվել` 30 տարի առանց ներման իրավունքի: Հունգարական դատարանը բազմիցս էր հայտարարել Սաֆարովի` հայրենիքին արտահանձնելու անհնարինության մասին, սակայն 2012թ. օգոստոսի 31-ին Սաֆարովին արտահանձնեցին Ադրբեջանին, որտեղ մարդասպանին Նախագահ Ալիեւն անմիջապես ներում շնորհեց, զինվորական բարձր կոչում տվեց եւ միանվագ վճարեց 8 տարվա աշխատավարձը: Նույն օրը պաշտոնական Երեւանը խզեց դիվանագիտական հարաբերությունները Բուդապեշտի հետ:

Թուրքիայում հատուկ պատրաստություն անցած Ադրբեջանի ԶՈւ սպա Ռամիլ Սաֆարովը 2004թ. փետրվարին մասնակցում էր ՆԱՏՕ-ի «Գործընկերություն հանուն խաղաղություն»  ծրագրի շրջանակում անգլերենի դասընթացներին, որին մասնակցում էին նաեւ հայ սպաներ Գուրգեն Մարգարյանն ու Հայկ Մակուչյանը:
