Արդարադատության նախարարը հայտարարում է, որ Հայաստանում քաղբանտարկյալներ չկան: Ոմանք զարմանում, իսկ ավելի շատ զայրանում են այս հայտարարությունից: Իրականում, այդպես էլ պետք է լիներ, քանի որ որևէ վարչակարգ որևէ երկրում չի խոստովանել քաղբանտարկյալների առկայությունը: Բացատրությունը պարզունակ է, քանի որ բոլոր քաղբանտարկյալները ձերբակալված են քրեական մեղադրանքներով: Այլ հարց է, որ այդ մեղադրանքները սարքված են, այլ հարց է, որ վարչակարգը քրեական մեղադրանքներով կամ գործ սարքելով հաշվեհարդար է տեսնում իր քաղաքական օպոնենտների հետ: Հայաստանյան արդարադատության համակարգը և վերջինիս հետ նաև Արփինե Հովհաննիսյանը, այս դասը լավ են սերտել, որի արմատները սկզբնավորվում են խաչիկ մուղդուսիների գործունեությամբ:

Հիշում եք չէ՞, թե ով էր Խաչիկ Մուղդուսին: Եթե մոռացել եք, հիշեցնեմ՝ Խորհրդային Հայաստանի այն ժողկոմն էր, որը սիգարետ էր հանգցնում Չարենցի ճակատին: Նման ավանդույթների կրողն է Հայաստանի արդարադատությունը: Հենց այս ավանդույթներով են արդարադատության համակարգի մաս կազմող ոստիկանությունում ձեռքեր ու ոտքեր կտրում: Ձեզ թվում է՝ վարչակագի մասնիկների անձնական որակներն ու չափանիշերը դե՞ր են խաղում, եթե այո, պետք է հիասթափեցնեմ. վարչակարգում բոլորն են գործիք, իսկ քաղաքական օպոնենտի հետ հաշվեհարդար տեսնելու դեպքում ամենադաժան ու կիրառվող գործիքն արդարադատությունն է:

Արփինե Հովհաննիսյանի կամ ցանկացած այլ գերատեսչության ղեկավարի անձն այստեղ էական չէ, քանի որ համակարգը գործում է իր կանոններով ու օրենքներով: Ամենայն հավանականությամբ, արդարադատության նախարարը, ոստիկանապետը, դատախազը բոլորից լավ գիտեն, որ Շանթ Հարությունյանը, Գևորգ Սաֆարյանը և նրանց ձերբակալված ընկերներն ու աջակիցները դասական քաղբանտարկյալներ են, սակայն գիտենալն այլ բան է, ասելը՝ այլ:

Վերջապես, ի՞նչ եք կարծում, ի՞նչ կլիներ, եթե նախարարը նվազագույն ակնարկ աներ, թե հնարավոր է, որ Հայաստանում քաղբանտարկյալներ լինեն: Կռահելը, կարծում ենք, այնքան էլ դժվար չէ, քանի որ ոչ միայն արդարադատության, այլև վարչակարգի ամենաստորին օղակում գտնվող չինովնիկը նման միտք արտահայտելուց հետո րոպեներ անց կդառնար գործազուրկ:

Խիստ մի´ դատեք արդարադատության նախարարին քանի որ նա ոչինչ չի որոշում, իսկ թե որտեղ են որոշումներն ընդունվում, բոլորս գիտենք:
