Վարչապետ Հովիկ Աբրահամյանը չի զլանում վստահեցնել, թե բոլոր միջոցները կձեռնարկեն, որ գործարար միջավայրը բարելավվի, ներդրումներն ավելանան, որ ինքը միշտ գործարարի կողքին է կանգնած և այլն, սակայն հավանաբար, ոչ միշտ է, որ խոսքը գործ է:
Այսօր հայտնի դարձավ, որ ՊԵԿ-ը և ԴԱՀԿ-ն կալանք են դրել Վանաձորում գործող «Բազում» կարի արտադրական ձեռնարկության հաշիվների, դրամական միջոցների վրա, ինչի հետևանքով ընկերությունը չի կարողանում իր տնտեսական գործունեությունն իրականացնել և կատարել եվրոպական պատվիրատուների առջև ստանձնած իր պարտավորությունները: Ֆաբրիկան եվրոպայից ստանում է հումք և օժանդակ միջոցներ, ապա արտահանում իր արտադրանքը:
Մասնավորապես, ըստ լրատվամիջոցների, ընկերությունը համաձայնություն է ձեռք բերել հագուստի արտադրությամբ զբաղվող իտալական Paul & Shark հայտնի ընկերության հետ: Ընկերությունը Հայաստան է ուղարկել անհրաժեշտ հումքը, որպեսզի այստեղ կարվի ապրանքը և արտահանվի Եվրոպա, ինչը, պարզվում է, շատ ավելի էժան է, քան հենց տեղում արտադրելը: Իսկ պայմանավորվածության համաձայն, կարճատև պատվերի հաջող կատարման դեպքում իտալական ընկերությունը երկարաժամկետ պայմանագիր կկնքեր Վանաձորյան ձեռնարկության հետ: «Բազում» ընկերությունը պատշաճ և ժամանակին կատարել է պատվերը, բեռնել մեքենան, սակայն այն 10 օր շարունակ մնացել է մաքսակետում:
Պարզվել է, որ ՊԵԿ-ը և ԴԱՀԿ-ն ձեռնարկության հաշիվների վրա կալանք են կիրառել՝ վարկային պարտավորությունները չկատարելու պատճառաբանությամբ և թույլ չեն տվել անգամ մաքսատուրքը վճարել, որպեսզի իտալական ընկերության բեռնատարը իր ապրանքով դուրս գա Հայաստանի սահմանից: Դրա հետևանքով Paul & Shark-ը գործարքից հրաժարվեց ու ամեն ինչ ավարտվեց: Պայմանագիրը չեղյալ է համարվել:
Նման պատմությունները եզակի չեն, ու այս տեսակետից կառավարության մոտեցումը առավել քան տարօրինակ է: Եթե կան պարտավորություններ պետության առջև, ուրեմն պետք է նպաստել աշխատանքի շարունակմանը, այլ ոչ խոչընդոտել գործունեություն ծավալելուն:
