Արևմտյան Հայաստանը Ռուսաստանին հետաքրքրում է տերությունների հետ բանակցությունների ժամանակ Բալկաններում Թուրքիայից զիջումների հասնելու համար (Խոսքը Բոսֆոր և Դարդանել նեղուցների մասին է, որն այն ժամանակ և այսօր էլ ունի ավելի առաջնային ռազմավարական նշանակություն, քան ամբողջ մեր ռեգիոնը):
