 ՀՀ կենտրոնական բանկի նախագահի տեղակալ Ներսես Երիցյանը փետրվարի 11-ին ընդունել է ԱՄՆ Պետդեպարտամենտի պատվիրակությանը՝ ԱՄՆ պետքարտուղարի օգնականի տեղակալ, Թմրամիջոցների դեմ պայքարի և իրավապահ ոլորտում միջազգային համագործակցության բյուրոյի փոխտնօրեն Ջեյմս Ուոլշի գլխավորությամբ:

Ողջունելով հյուրերին՝ Ներսես Երիցյանը բարձր է գնահատել բյուրոյի գործունեությունը Հայաստանում և համոզմունք հայտնել, որ Ջեյմս Ուոլշի այցը Հայաստան վկայում է միջազգային հանցավորության դեմ պայքարի ոլորտում համագործակցությունն ամրապնդելու ուղղությամբ երկու երկրների կողմից ձեռնարկվող հետևողական քայլերի մասին:

ՀՀ կենտրոնական բանկի հասարակայնության հետ կապերի ծառայությունից, ԿԲ նախագահի տեղակալն առանձնակիորեն կարևորել է ԱՄՆ պետդեպարտամենտի Թմրամիջոցների դեմ պայքարի և իրավապահ ոլորտում միջազգային համագործակցության բյուրոյի դերակատարությունը Հայաստանում փողերի լվացման և ահաբեկչության ֆինանսավորման (ՓԼ/ԱՖ), ինչպես նաև զանգվածային ոչնչացման զենքի տարածման ֆինանսավորման (ԶՈԶ ՏՖ) դեմ պայքարի համակարգի զարգացմանն ուղղված ջանքերում: Մասնավորապես, 2007 թվականի ց ի վեր Հայաստանում ԱՄՆ դեսպանության միջոցով տրամադրվող տեխնիկական օժանդակության շրջանակներում իրականացված ծրագրերն էապես նպաստել են երկրի ֆինանսական հետախուզության ազգային մարմնի՝ ՀՀ կենտրոնական բանկի Ֆինանսական դիտարկումների կենտրոնի, ինչպես նաև ՓԼ/ԱՖ և ԶՈԶ ՏՖ դեմ պայքարում ներգրավված իրավապահ մարմինների գործունեության արդյունավետության բարձրացմանը:

Նշվել է, որ հայաստանյան գործընկերների հետ համատեղ ծրագրերի իրականացման արդյունքում հաջողվել է էապես բարեփոխել ՓԼ/ԱՖ և ԶՈԶ ՏՖ դեմ պայքարի իրավական կարգավորման դաշտը, զարգացնել «Փողերի լվացման և ահաբեկչության ֆինանսավորման դեմ պայքարի մասին» ՀՀ օրենքի ներքո հաշվետվություն տրամադրող անձ հանդիսացող՝ ֆինանսական և ոչ ֆինանսական հաստատությունների, ինչպես նաև ֆինանսական հետախուզության ազգային մարմնի և իրավապահ մարմինների կարողությունները, արդիականացնել ՀՀ կենտրոնական բանկի Ֆինանսական դիտարկումների կենտրոնի տեղեկատվական և վերլուծական համակարգերը, նպաստել ազգային և միջազգային գործընկերների հետ համագործակցության որակական բարելավմանը:

Ջեյմս Ուոլշն իր հերթին շնորհակալություն է հայտնել ջերմ ընդունելության համար և գոհունակությամբ նշել, որ ԱՄՆ պետդեպարտամենտի Թմրամիջոցների դեմ պայքարի և իրավապահ ոլորտում միջազգային համագործակցության բյուրոն երկար տարիներ արդյունավետորեն գործակցում է ՀՀ իրավասու գերատեսչությունների, այդ թվում՝ ՀՀ կենտրոնական բանկի հետ:

Այդ գործակցության շոշափելի արդյունքների մասին են վկայում նաև միջազգային պատկան կառույցների կողմից Հայաստանի ՓԼ/ԱՖ և ԶՈԶ ՏՖ դեմ պայքարի համակարգի վերաբերյալ բարձր գնահատականները, հատկապես՝ ահաբեկչության ֆինանսավորման և զանգվածային ոչնչացման զենքի տարածման ֆինանսավորման դեմ պայքարի գծով ձեռնարկվող կանխարգելիչ միջոցառումների մասով:

Հյուրերի խնդրանքով ՀՀ կենտրոնական բանկի ֆինանսական դիտարկումների կենտրոնի աշխատակիցները ներկայացրել են Հայաստանում ՓԼ/ԱՖ և ԶՈԶ ՏՖ դեմ պայքարի համակարգի հիմնական բնութագրիչները, ինչպես նաև այդ ոլորտում վերջին տարիներին իրականացված բարեփոխումներն ու հետագա զարգացման ուղիները:
