«Ժամանակ» թերթը գրում է. «Սերժ Սարգսյանը երեկ երեկոյան նախագահի նստավայրում հանդես է եկել ելույթով՝ Սահմանադրության փոփոխությունների կենսագործման վերաբերյալ: Սահմանադրական փոփոխությունների հանրաքվեից հետո Հայաստանը հայտնվեց բոլոր առումներով անցումային մի շրջանում: Անցումային շրջան է իշխանության մեջ, քանի որ մինչեւ 2018 թվականը փաստորեն շարունակելու է գործել արդեն հին Սահմանադրությունը, եւ նորը լիարժեք ուժի մեջ կմտնի 2018-ից հետո, երբ Սերժ Սարգսյանը հրաժեշտ կտա պաշտոնին:

Անցումային այդ շրջանը իշխանությանը դնում է մի իրավիճակում, որը բնորոշվելու է մի շարք առանձնահատկություններով, առավել եւս նկատի ունենալով այն, որ Սերժ Սարգսյանը հայտարարել է նախագահի պաշտոնից, սակայն ո՛չ իշխանությունից հեռանալու մասին եւ կարող է լինել վարչապետ կամ ԱԺ նախագահ: Սա նշանակում է, որ իշխանական համակարգը հայտնվում է այս գործոնից կախվածության մեջ:

Խնդիրն այն է, որ այսպիսի ելույթով Սերժ Սարգսյանը հեռացողից դառնում է մնացող: Եվ եթե ինչ-որ քայլեր հնարավոր էին հեռացող նախագահի դեմ, ապա մնացողի պարագայում այդ քայլերը այլեւս դառնում են հարցական: Այսինքն՝ Սերժ Սարգսյանն այսպիսով մեծացրել է ներհամակարգային ռիսկերը: Ասել կուզի՝ եթե նա հեռացող նախագահի ընկալում ունի իշխանական համակարգում, ապա այդ համակարգի տարբեր թեւերի մեջ նվազում է ռիսկը նրա հանդեպ որեւէ գործողության մասով՝ նախաձեռնելու, աջակցելու, միանալու եւ այլն: Այդ իրավիճակը մեծացնում է Սերժ Սարգսյանի ռիսկերը, որովհետեւ այդ դեպքում արդեն ոչ միայն կարող են ավելի համարձակ սպասել նրա հեռանալու ժամկետին եւ այդ ընթացքում նույնքան համարձակ գործընթացներ ծավալել իշխանության համար պայքարում՝ հաշվի չառնելով արդեն Սերժ Սարգսյանին, այլեւ նույնիսկ կարող են արագացնել նրա հեռացումը:

Երբ Սերժ Սարգսյանը հայտարարում է կամ բավական թափանցիկ ձեւով ակնարկում, որ մտադիր է մնալ, ապա այստեղ արդեն, առնվազն հոգեբանորեն, համակարգում տեղի է ունենում էական շրջադարձ: Նա ընկալվում է արդեն մնացող, հետեւաբար՝ նրա դեմ որեւէ քայլ կամ նախաձեռնություն կատարելը դառնում է ռիսկային: Այսպիսով, Սերժ Սարգսյանը նվազեցնում է սեփական ռիսկերը եւ բարձրացնում ռիսկերը իշխանության տարբեր թեւերի համար: Ընդ որում՝ այստեղ խնդիրն այն չէ, որ, օրինակ, Հովիկ Աբրահամյանը, կամ իշխող համակարգում հավակնություններ ունեցող որեւէ մեկը կարող է եւ չտրվել հոգեբանական ճնշմանն ու գնալ առաջ, քանի որ, մեծ հաշվով, Սերժ Սարգսյանը նախագահից ավտոմատ կերպով չէ, որ դառնալու է վարչապետ: Սակայն տվյալ պարագայում Սերժ Սարգսյանի համար խնդիրը այդ մեկ-երկու անհատներին ռիսկի տակ դնելը չէ, այլ հենց իշխանական այն մեծամասնությանը, որն ըստ էության որեւէ որոշում կայացնելիս առաջնորդվում է բնազդներով:

Ի վերջո, այդ մեծամասնությանը որեւէ նախաձեռնության բերելու համար որեւէ անհատ ՀՀԿ-ական պետք է համոզի, այսպես ասած, իշխի բնազդների վրա: Սերժ Սարգսյանի այսօրվա ելույթի հիմնական ասելիքն էլ, որ կարող է մնալ որպես վարչապետ կամ ԱԺ նախագահ, հենց այդ մեծամասնության բնազդների վրա իշխելու, առնվազն իշխանական անցումային շրջանում այդ բնազդներն առավելագույն կառավարելի պահելու համար՝ մինչ իր քաղաքական ծրագրերի առավել որոշակիացումը»:
