Կառավարությունը մտադիր է արագացնել գործարար միջավայրի բարելավման քայլերը

Կառավարությունը շարունակում է քայլեր ձեռնարկել Հայաստանի գործարար միջավայրը բարելավելու ուղղությամբ։ Այդ նպատակով նախատեսվում է մի շարք ոլորտներում իրականացնել արագ եւ լայնածավալ բարեփոխումներ, որոնք պետք է պայմաններ ստեղծեն տնտեսական գործունեության միջավայրի դյուրացման, տնտեսավարողների բեռի թեթեւացման համար։

Նախատեսվող բարեփոխումների շրջանակներում ակնկալվում է պարզեցնել բիզնես սկսելու եւ զարգացնելու համար պահանջվող վարչարարական ընթացակարգերը, նպաստել փոքր եւ միջին ձեռնարկությունների արագ ավելացմանը, արտաքին առեւտրի խթանմանը, հարկային եւ մաքսային հավասարակշռված քաղաքականության իրականացմանը։

Վերջին տարիներին իրականացված բարեփոխումների արդյունքում զգալիորեն բարձրացել է Հայաստանի գլոբալ մրցունակությունը, ինչի արդյունքում բարելավել է նաեւ մեր երկրի դիրքը Համաշախարհային բանկի «Գործարարությամբ զբաղվելը» դասակարգման մեջ։ Մասնավորապես ՀԲ եւ Միջազգային ֆինանսական կորպորացիայի կողմից 2015թ. վերջին հրապարակած «Կարգավորման արդյունավետություն եւ որակի գնահատում» վարկանշային զեկույցի տվյալներով, ինչը կազմվում է գործարարների եւ պետական մարմինների կողմից լրացված հարցաթերթիկների հիման վրա, Հայաստանի դիրքը բարելավվել է 10 կետով։

189 երկրների շրջանակներում Հայաստանը զբաղեցրել է 35-րդ տեղը, ինչն անշուշտ լավ արդյունք է։ Սակայն դա բավարար չի համարվում։

Ուստի կառավարությունը մտադիր է առաջիկայում ոչ միայն շարունակել, այլեւ ընդլայնել եւ արագացնել այն խնդիրների վերացումը, որոնք միջազգային կազմակերպությունների գնահատումներով, խոչընդոտներ են ստեղծում Հայաստանում գործարարության համար պայմանների դյուրացման եւ ներդրումների ներգրավման համար։

Կառավարության այս նախաձեռնությունն առավել եւս կարեւոր է վերջին մեկ-երկու տարիներին արտաքին միջավայրում տնտեսության համար ստեղծված նոր դժվարությունների ֆոնին։ Գաղտնիք չէ, որ դրանց հետեւանքով տնտեսավարողները բախվել են արտաքին որոշ շուկաներում մրցունակության հետ կապված բավական լուրջ խնդիրների հետ։ Գործարար միջավայրի բարելավման ուղղությամբ իրականացվող քայլերը՝ թեթեւացնելով տնտեսավարողների բեռը ներքին միջավայրում, կարող են նպաստավոր ազդեցություն ունենալ արտաքին շուկաներում հայրենական արտադրության մրցունակության բարձրացման համար։

Գործարար միջավայրի դուրացումը օտարերկրյա կապիտալի ներգրավմանը նպաստող առաջնային պայմաններից մեկն է։ Գաղտնիք չէ, որ երբեմն ներդրողները բախվելով վարչարարական դժվարությունների հետ՝ խուսափում են Հայաստանի տնտեսության մեջ ֆինանսական միջոցների տեղաբաշխումից։

Այնպես որ, տնտեսական գործունեության իրականացման համար ընթացակարգերի պարզեցումը, էլեկտրոնային համակարգերի ներդրումը, ինչը հանդիսանում է գործարար միջավայրի բարելավման ընթացիկ տարվա միջոցառումների կարեւոր պայմաններից մեկը, թույլ կտան խթանել բիզնես նախաձեռնությունները։
