«ԼՂՀ նախկին նախագահ Արկադի Ղուկասյանը վերջին շրջանում ակտիվորեն լծված է նախկին պաշտոնին վերադառնալու գործին:
Ըստ «Ժողովուրդ» օրաթերթի՝ Ղուկասյանն Արցախում բանակցային տարբեր խմբեր է գործուղում տարբեր շրջանակների մոտ՝ բացատրելու, որ Արցախի փրկության ու իշխանական էլիտայի համար ամենահարմար թեկնածուն՝ որպես հաջորդ նախագահ, հենց ինքն է:
Ղուկասյանը նաև Մոսկվայում է գործի դրել իր «ճարտար լեզուն»՝ մի քանի գործիչների դարձնելով իր լոբբիստը:
Թե ինչ կստացվի՝ դեռ վաղ է ասել, բայց տեղեկացնենք, որ Արցախի նախագահ Բակո Սահակյանի պաշտոնավարման ավատին 3 տարի ժամանակ է մնացել»,-գրում է թերթը:
Գիտե՞ք, ամեն գնով իշխանության վերադառնալու նախկին պաշտոնյաների մոլուցքը արդեն հիվանդագին դրսևորումներ է ընդունում: Մեկ Քոչարյանը չի կարողանում թաքցնել նախկինում «վաստակած» միլիարդներին ևս մի քանիսը ավելացնելու ակնհայտ ախորժակը՝ չխորշելով անգամ հրապարակային դաշտում կսմթել իր սիամական երկվորյակին, որին իշխանության կարգելու համար դիմեց ամենադաժան միջոցների, մեկ էլ առավել կրտսերներն են հետևում իրենց ավագի օրինակին:
Ասենք, օրինակ, Երվանդ Զախարյանը տարիներ շարունակ իր բոլոր ղեկավարած ոլորտները «սեռական բռնության» ենթարկելուց հետո ջանք չխնայեց՝ հետ վերադառնալու համար և հասավ իր մուրազին: Այդպես էլ անհասկանալի մնաց, թե ինչպիսի՞ կադրային սով է մեր հանրապետությունում, որ այդ մարմնով զառամյալ, ախորժակով պատանի անձնավորությունը անփոխարինելի մնաց իշխանությունների համար:
Հիմա էլ Ղուկասյանը: Իշխանության գագաթին սպառելով սահմանադրական բոլոր ժամկետները՝ չի էլ հերքում, որ կրկին ցանկանում է զբաղեցնել իր փափուկ աթոռը: Եվ երևի լրջով հավատում է, որ ինքը միակ և անկրկնելի կադրն է այդ պաշտոնի համար:
Սա քաղաքական կուլտուրայի բացակայություն է, երբ երկար տարիներ կառավարելուց հետո մեր երկրի ղեկավարները հեռանալու և տեղը նոր, թարմ կադրերին զիջելու կամք չունեն: Մեր պետությունը չի կարող զարգանալ, քանի դեռ իրենց վաղուց սպառած և մեծամտությամբ տառապող պաշտոնյաները քարշ են գալիս պաշտոնից պաշտոն, ավելին, գռմռում են իրենց հաջորդների վրա և ամեն ինչ անում՝ կրկին վերադառնալու համար:
Իհարկե, մեղավորը այս դեպքում կառավարման ամբողջ համակարգում իշխող նողկալի ավանդույթն է՝ իրենց ամենավատ կադրին չկորցնել և մշտապես խցկել որևէ փողոտ «անցք»:
Իսկապես անհասկանալի է մեր իշխանությունների հոգեկան շեղման հասնող մոլուցքը՝ իր կադրերին մշտապես տարբեր էշելոններում խցկելու հարցում: Տպավորություն է ստեղծվում, թե յոթանասունականներից սկսած Հայաստանում ծնելիությունը իսպառ վերացել է և նոր մարդիկ չեն ծնվել: Իշխանությունից ճահիճի հոտ է գալիս, ընդ որում այդ ճահիճը այնքան է նեխել, որ կլանում է անգամ այնտեղ հայտնված հատուկենտ նորմալ կադրերին: Եվ անհասկանալի է՝ որ կաթնասունի մտքով է անցնում, որ նմանատիպ անձիք դեռևս կարող են իշխանության վերադառնալ:
