Պետտուրքը 15 մլն-ից նվազեց 50 հազար դրամի

Ձեւավորված բարդ տնտեսական պայմաններում կառավարությունը շարունակում է տարբեր ճանապարհներ փնտրել ներքին արտադրողների համար գործունեության դաշտը բարելավելու ուղղությամբ։

Այդ նպատակով գործադիրի անցած նիստում մի շարք օրենքներում առաջարկվեցին փոփոխություններ, որոնցով նախատեսվում է էապես նվազեցնել խաղողի օղու արտադրության համար պահանջվող պետական տուրքը։ Արդեն հաջորդ օրը այդ փոփոխություններն ընդունեց նաեւ Ազգային ժողով։

Ըստ այդմ, խաղողի օղու արտադրության համար պահանջվող պետական տուրքը գործող 15 մլն դրամի փոխարեն սահմանվեց 50 հազար դրամ։ Այլ կերպ ասած, նվազեցվեց 300 անգամ։

Դրանով էապես կթուլանա ոլորտում գործունեություն իրականացնելու նպատակ ունեցող տնտեսավարողների ֆինանսական բեռը, ինչը ոչ միայն լուրջ աջակցություն կլինի տնտեսավարողներին, այլեւ կնպաստի խաղողի օղու արտադրության, որպես նոր արտադրանքի կազմակերպմանը։ Առավել եւս, որ այն ունի իրացման բավական մեծ պոտենցիալ ինչպես Հայաստանում, այնպես էլ արտաքին շուկաներում։

Իրականացված փոփոխության արդյունքում ակնկալվում է, որ կսկսվեն մթերվել խաղողի մի շարք սորտեր, որոնք չեն մթերվում գինու եւ կոնյակի արտադրության նպատակով։ Վարչապետի կարծիքով, դրանով կլուծվի նաեւ խաղողագործների խնդիրը։

Արդյունքում անուղղակիորեն կշահի նաեւ պետական բյուջեն՝ այդ ոլորտում արտադրության կազմակերպումից ստացվող հարկային մուտքերի հաշվին։ Այնպես որ, առաջին հայացքից պետտուրքի տեսքով առաջացող բյուջետային վնասները կփոխհատուցվեն հարկային մուտքերի ավելացման հաշվին։ Հատկապես որ, սպասելիքները բավական մեծ են։

Կառավարության կանխատեսումներով, դա թույլ կտա, որպեսզի ոլորտում հայտնվեն եւս 20 տնտեսվարողներ։ Այն ենթադրում է նաեւ լրացուցիչ աշխատատեղերի ստեղծում, ինչն անշուշտ հասարակության սոցիալական խնդիրների լուծման լավագույն տարբերակն է։

Մի կողմից խթաներ ստեղծելով ներքին տնտեսական դաշտում գործունեության համար, մյուս կողմից՝ կառավարությունը սկսել է գործնականում օժանդակել նաեւ արտահանման կազմակերպմանը։

Ինչպես հայտնի է, այդ նպատակն է հետապնդում արտահանման աջակցման խորհրդի ստեղծումը, որի շրջանակներում անցած նիստում գործադիրը 80 մլն դրամի ուղղակի օգնություն տրամադրեց երկու տնտեսավարողի։ Արտահանման խթանմանն ուղղված կառավարության օժանդակությունը՝ տնտեսության նախատեսված ոլորտների համար առաջիկայում կշարունակվի։
