Սահմանադրական բարեփոխումներից հետո Հայաստանի  հասարակական-քաղաքական կյանքը թևակոխեց նոր փուլ: Ազգային ժողովում հայտարարությունների ժամանակ այս մասին ասաց ԱԺ փոխնախագահ Էդուարդ Շարմազանովը: «Մենք այլևս ապրում ենք նոր իրողության պայմաններում, որն ունի իր պահանջներն ու մարտահրավերները: Ելնելով այդ պահանջներից՝ աստիճանաբար ձևավորվելու է նոր քաղաքական համակարգ»,- նշեց Շարմազանովը:

ԱԺ փոխնախագահն այս իմաստով կարևոր է համարում փետրվարի 12-ին հանրապետության նախագահ Սերժ Սարգսյանի ծրագրային ելույթը:

«Դա պետության առաջնորդի հայեցակարգային ելույթ էր, որը կետ առ կետ անդրադառնում էր մարտահրավերներին և, ինչու ոչ, նաև մեր բացթողումներին: Հստակ էր ազդակը, որ հանրապետության ղեկավարը, Հանրապետականը կյանքի բոլոր ոլորտներում տեսնում է համակագային փոփոխությունների անհրաժեշտություն: Կարևորվեց բարեփոխումների անցկացման ոչ թե ռեվոլուցիոն, այլ էվոլուցիոն ճանապարհը, ինչպես դա արել են մեր օրերի զարգացած ժողովրդավարական երկրները»,- հավելեց Շարմազանովը:

Նրա խոսքով՝ հստակ է, որ ժողովրդավարությունը, ինչպես նաև բազմակարծությունը Հայաստանում այլընտրանք չունեն: Ակնհայտ է, որ նոր քաղաքական օրակարգի պայմաններում շեշտակիորեն բարձրանալու է քաղաքական կուսակցությունների դերը: «Այն դրական երևույթ է քաղաքական մշակույթի ամրապնդման ուղղությամբ, քանի որ առաջնային պլան կմղվի ոչ թե ներանձնային, այլ գաղափարների, ծրագրերի պայքարը: Մենք մերժում ենք անձերի միջև պայքարը, փոխարենը կողմնակից ենք ազատ, հրապարակային բանավեճերին, որի արդյունքում մեր հասարակությունը հնարավորություն կունենա հստակ պատկե րացում կազմել յուրաքանչյուր կուսակցության գործունեության և գաղափարների մասին»,- եզրափակեց Շարմազանովը:
