Ռուսաստանից արտոնյալ վարկի շրջանակներում ստացած որոշ զինատեսակներ հայկական կողմը կարող է կիրառել իր որդեգրած զսպման քաղաքականության համատեքստում: Նման տեսակետ լրագրողների հետ հանդիպմանն արտահայտեց քաղաքագետ Սերգեյ Մինասյանը: 

«Որոշ զինատեսակներ բավական ակտիվ կարող են ներգրավվել ոչ միայն ուղղակի ռազմական նպատակներ իրագործելու առումով, այլև զսպման քաղաքականության տեսանկյ ունից: Անցած շաբաթ հերթական անգամ Պաշտպանության նախարարի տեղակալ Դավիթ Տոնոյանը հայտարարեց, որ Հայաստանն իրականացնում է զսպման քաղաքականություն, որը միջոց է կանխելու Ադրբեջանի կողմից լայնամասշտաբ գործողությունների վերսկսումը»,- ասաց քաղաքագետը:

Հայաստանին տրամադրվող ռուսական զինատեսակների ցանկի հրապարակային լինելը փորձագետը բացատրում է ավելի շատ գործընթացի բյուրոկրատական առանձնահատկություններով: 

«Ի տարբերություն նախորդ տասնամյակների, երբ ռուս-հայկական ռազմական համագործակցության բնույթն այնպիսին էր, որ Հայաստանը ստանում էր օգտագործված, բայց մարտունակ զինատեսակներ ռուսական բանակի պահեստներից, այս անգամ խոսքը գնում է մեծամասամաբ նորագույն զինատեսակների մասին անմիջապես գործարաններից` Ռուսաստանի ներքին գներով ու արտոնյալ վարկի շրջանակներում»,- ասաց Սերգեյ Մինասյանը` չբացառելով նաև մեկնաբանությունը, որ ռուսական կողմը բացեիբաց հայտնեց Հայաստանին տրամադրվող զենք-զինամթերքի ցանկը ռուս-թուրքական լարված հարաբերությունների ֆոնին Ադրբեջանին ուղերձ հղելու նպատակով:

Ռուսաստանի և Հայաստանի կառավարությունները ստորագրել են 200 մլն դոլարի պետական արտահանման վարկային համաձայնագիր` 10 տարի ժամկետով, մինչև 2018 թվականի սկիզբը վճարումների հետաձգմամբ: 

Հայաստանը ՌԴ-ից ձեռք է բերում «Սմերչ» համազարկային կրակի ռեակտիվ համակարգի կայաններ և դրանց համար նախատեսված ռազմամթերք, «Игла-С» զենիթահրթիռային կայաններ, «Автобаза-М» կատարողական ռադիոտեխնիկական հետախուզության վերգետնյա կայաններ, ТОС-1А ծանր հրանետային համակարգեր տրանսպորտային-լիցքավորող մեքենաներով, 9М113М կառավարվող հրթիռներ, РПГ- 26 նռնականետեր, Դրագունովի դիպուկահար հրացաններ, Тигр զրահամեքենաներ, ինժեներական եւ կապի միջոցներ:
