ԼՂՀ վարչապետը հանձնարարել է կատարել փախստականների և նրանց բնակարանային խնդիրների լրացուցիչ հաշվառում

Արցախի Հանրապետության վարչապետ Արայիկ Հարությունյանը փետրվարի 26-ին ընդունել է Ադրբեջանից բռնագաղթած փախստականների ներկայացուցիչների` նրանց բնակարանային խնդիրներին վերաբերող հարցեր քննարկելու նպատակով: Ինչպես տեղեկացրին ԱՀ կառավարության աշխատակազմի տեղեկատվության և հասարակայնության հետ կապերի բաժնից, վարչապետը տեղեկացրել է, որ հանրապետության նախագահի հանձնարարականով կառավարությունը պատրաստվում է փախստականների բնակարանային խնդիրների լուծման ուղղությամբ կոնկրետ ծրագիր իրագործել:

«ԽՍՀՄ վերջին տարիներին խորհրդային Ադրբեջանում հարյուր հազարավոր հայեր ջարդերի և բռնաճնշումների են ենթարկվել, որոնց միջազգային պատշաճ դատապարտման ու իրավական գնահատական տալու գործում դեռևս ճանապարհ ունենք անցնելու: Բռնաճնշումների հետևանքով, ադրբեջանաբնակ հայության մի հատված տեղափոխվեց Արցախ՝ դառնալով մեր հասարակության լիարժեք մասնիկ: Տարիներ անց, լուծելով սոցիալական առաջնահերթ խմբերի բնակարանային խնդիրները, այժմ կառավարությունը հանձն է առնում նաև փախստականների բնակարանային պայմանների բարելավման գործը, քանի որ սա նաև նրանÖ պետությունն է»,- ասել է վարչապետը:

Արայիկ Հարությունյանի խոսքով, նախորդ տարիներին հանրապետությունում փախստականի կարգավիճակ է տրվել հազարավոր ընտանիքների, որոնց մի մասը բնակարանային պայմանների բարելավման կարիք ունի: Սակայն, ելնելով իրավիճակը լրացուցիչ ուսումնասիրելու անհրաժեշտությունից, կառավարության ղեկավարն առաջարկել է փախստականների և նրանց բնակարանային խնդիրների լրացուցիչ հաշվառում կատարել:

Ըստ նախնական քննարկման՝ բնակարանային պայմանների բարելավման ծրագրից սկզբնական փուլում կօգտվեն հաշմանդամություն ունեցող, սպայական անձնակազմի և բազմազավակ ընտանիքները: Բացի դրանից, կառավարությունն առաջիկայում կսկսի փոխհատուցել վարձով ապրող փախստական ընտանիքների վարձավճարը՝ նախքան նրանց բնակարաններ հատկացնելը: Արայիկ Հարությունյանի խոսքով, շարունակվելու է  նաև հանրակացարաններում ապրող փախստականների բնակարանային պայմանների բարելավման ծրագիրը:

«Այս մասշտաբային կարևոր ծրագիրը պետք է իրագործվի թափանցիկ միջավայրում՝ ձեզ հետ քննարկելով մանրամասները և ձեզնից ստանալով խնդիրների լուծման առաջարկներ: Այդ նպատակով առաջիկայում ստեղծվելու է աշխատանքային խումբ՝ կազմված փախստականների և կառավարության աշխատակազմի ներկայացուցիչներից, որը ձեռնամուխ կլինի նոր ծրագրի կարգի մշակմանը և իրագործմանը»,- նշել է Արայիկ Հարությունյանը՝ դիմելով ներկաներին:

Հանդիպման ընթացքում վարչապետը պատասխանել է փախստականների ներկայացուցիչներին հուզող տարբեր հարցերի և մտքեր փոխանակել դրանց շուրջ:
