Ազգային ժողովի «Օրինաց երկիր» խմբակցության պատգամավոր Հովհաննես Մարգարյանը համոզված է, որ Ընտրական օրենսգրքի փոփոխությունների արդյունքում հնարավոր կլինի կանխարգելել ընտրակեղծարարության հնարավորությունը: Արմենպրեսի փոխանցմամբ` այս մասին պատգամավորը հայտարարեց «Գործընկերություն հանուն բաց հաս արակության» նախաձեռնությամբ հրավիրված հանրային քննարկման ժամանակ: Առաջին հերթին` նա անդրադարձավ ընտրացուցակների կազմման ու վարման մեթոդաբանությանը` նշելով, որ պետք է չստեղծվեն պայմաններ, որ քաղաքացին մի քանի ընտրատեղամասերում քվեարկելու տարբերակ ունենա: «Առաջարկում ենք երկու գործոնի վրա ուշադրություն դարձնել` էլեկտրոնային համակարգով քաղաքացու նույնականացում և զուգահեռաբար հանձնաժողովի կողմից նույնականացում: Դրա արդյունքում գրանցման վրա կլինի կրկնակի վերահսկողություն: Կարևոր ենք համարում, որ նույնականցում լինի, օրինակ, մ ատնահետքերով, ինչու չէ նաև քաղաքացու լուսանկարով: Սա բարդ տեխնոլոգիա չէ»,-ասաց Հովհաննես Մարգարյանը:

Նրա խոսքով` իրենց մտահոգությունները կփարատվեն, եթե ընտրացուցակները փակցվեն ընտրատեղամասերում քվերակության ավարտից հետո:

Անդրադառնալով քվեարկության օրը ընտրողների թվի վերաբերյալ տեղեկատվությանը` պատգամավորը նշեց, որ երբեմն իրարամերժ թվեր են հաղորդվում: Իր հաշվարկներով` երբեմն ստացվում է, որ մինչ ընտրատեղամասերը կփակվեն, վերջին կես ժամվա ընթացքում երեք վայրկյանը մեկ քվեարկություն է տեղի ունենում, որը հնարավոր չէ: «Առաջարկում ենք, որ քվեածրարը, որը քաղաքացին գցում է քվեատուփի մեջ, էլեկտրոնային ձևով ամրագրվի: Հետո նաև համապատասխան հանձնաժողովը կհաշվարկի, դա թույլ կտա առավել ճգրիտ թվեր ունենալ ընտրողների թվի վերաբերյալ»,-ասաց նա:

Ինչ վերաբերում է տվյալների ամփոփմանը, ապա Հովհաննես Մարգարյանը նշեց, որ 100 տոկոս համամասնական ընտրահամակարգի պայմաններում, մոտ 2000 ընտրատեղամասերի ամփոփումը կատարելու է Կենտրոնական ընտրական հանձնաժողովը: Մինչդեռ իրենք առաջարկում են, որ մարզային տեղական հանձնաժողովներոմ լինի ամփոփումը, ինչը թույլ կտա ձայների վերահսկողության մակարդակն ավելի մեծացնել:
