Սերժ Սարգսյանի փետրվարյան ելույթի հռչակած սկզբունքներին համաձայն՝ պաշտոնապես հրապարակվեց  նոր ընտրական օրենսգրքի նախագծային տարբերակը։ Հասկանալի էր, որ Սերժ Սարգսյանի ելույթը բեկումնային էր լինելու հայաստանյան քաղաքական դաշտի և մտքի համար, սակայն անսպասելի էր այն  արագությունը, որով սկսեցին կյանքի կոչվել բարեփոխումները։ Այսպես, քանի որ Շարմազանով Էդուարդի թեթև ձեռքով Սերժ Սարգսյանը հռչակվեց համահայկական առաջնորդ, ուստի նոր ընտրական օրենսգրքի նախագիծն առաջինը հրապարակեց Վենետիկյան հանձնաժողովն իր կայքում անգլերեն լեզվով։

Հայաստանի քաղաքացին այս մասին իմացավ դրանից հրապարակումից հետո։ Սակայն նման մանր հարցերի վրա չէ, որ պետք է ուշադրություն դարձնենք, քանի որ արդեն ասվեց՝ Սերժ Սարգսյանը համահայկական առաջնորդ է և այդ պատճառով էլ նոր Ընտրական օրենսգիրքը հրապարկվում է նախ և առաջ աշխարհասփյուռ հայության համար և անգլերեն լեզվով, քանի որ սփյուռքահայերն ավելի լավ տիրապետում են անգլերենին։

Անշուշտ, այս քայլն ուներ չափազանց հեռուն գնացող նպատակներ, քանի որ Ընտրական օրենսգրքում առկա «խուճուճ»  կետերը բորբոքելու էին հայրենադարձության նախադեպը չունեցող ալիք, ավելին, եվրոպական երկրների քաղաքացիները, կարդալով Հայաստանի իշխանությունների կողմից առաջարկվող Ընտրական օրենսգիրքը, զանգվածային բողոքի ալիք էին սկսելու՝ իրենց երկրներում վերջինիս կրկնօրինակն ընդունելու համար կամ վատագույն դեպքում, Հայաստան ներգաղթող միլիոնավոր հայերի հետ, մշտական բնակության էին փոխադրվելու Հայաստան։

Սակայն պարզվում է, որ անգամ նման հեռանկարի պայմաններում հայաստանյան տարբեր հասարակական- քաղաքական գործիչներ, մասնագետներ և քաղաքագետներ անհարկի աղմուկ են բարձրացրել, թե այդ ինչպես եղավ, որ հայաստանյան իշխանությունը չպահեց իր տված խոստումը և Ընտրական օրենսգրքի քննարկման ու մշակման մեջ ընդգրկեց հասարակական, քաղաքացիական և քաղաքական բլոկների ներկայացուցիչներին, պատշաճ կերպով չիրազեկեց ՀՀ քաղաքացիներին նոր Ընտրական օրենսգրքի շուրջ ընթացող գործընթացներին, օրենսգրքի նախագծում ներառեց ուղղակիորեն ՀՀ Սահմանադրությանն հակասող կետեր և այլն։

Իհարկե, բոլորիս համար էլ պարզ է, որ ընդդիմադիր և քաղաքացիական կոչված այս ուժերը հերթական անգամ ուզում են սևացնել մեր իշխանության, մասնավորապես հանրապետական կուսակցության անձնուրաց  նվիրումը, քանի որ ինչպես կուսակցության առաջնորդն է համահայկական առաջնորդ, այնպես էլ Հանրապետական կուսակցությունն է համահայկական քաղաքական կուսակցություն, ավելին, հանրապետականը թերևս արդեն դուրս է եկել կուսակցության չափումներից  և մարմնավորում է հայրենիքն ամողջությամբ՝ բոլոր հայերի համար։

Բացի այս ընդիմադիր քաղաքական ուժերն ու քաղաքացիական հասարակության ներկայացուցիչները «չուզողաբար» չեն ցանկանում  գնահատել այն փաստը, որ հանրապետական իշխանությունները իրենց վրա են վերցրել  Ընտրական օրենսգրքի մշակման ամբողջ ծանությունը՝ հնարավորություն տալով, որպեսզի ընդդիմությունն ու քաղաքացիական հասարակությունը զբաղվեն իրենց գործերով։ Նման վերաբերմունքի պայմաններում մեզ մնում է միայն  հորդորել և համոզել հանրապետականին և առկա վարչակարգին, որ նրանք մի կողմ դնեն իրենց անձնուրացությունը և հեռանան իշխանության ծանր բեռից, գուցե նաև Հայաստանից, որն այդպես չի գնահատում  բոլորի փոխարեն մտածելու, ընտրելու, որոշելու, իշխելու և ղեկավարելու  իրենց ջանքերը։

Ահա այսպիսի «զավեշտական ցեղասպանություն»։
