Ընտրական օրենսգրքի նախագծով ընտրողների գրանցման գործընթացը կիրականացվի էլեկտրոնային եղանակով

Հայաստանի Հանրապետության նոր ընտրական օրենսգրքի նախագծով նախատեսվում է ընտրական գործընթացի գրանցման փուլն անցկացնել էլեկտրոնային համակարգով: Մարտի 3-ին լրագրողների հետ հանդիպմանն այս մասին ասաց ԱԺ ՀՀԿխմբակցության պատգամավոր, ֆինանսավարկային և բյուջետային հարցերի մշտական հանձնաժողովի նախագահ Գագիկ Մինասյանը:

«Ընդհանրապես ընտրական գործընթացը բաժանվում է երեք կարևոր բաղադրիչների: Առաջինը այն փուլն է, երբ ընտրողը մտնում է ընտրական տեղամաս և ձեռք է բերում ընտրելու իրավունք: Երկրորդ բաղադրիչը, երբ ընտրողն իրականացնում է իր ընտրությունը, երրորդ բաղադրիչը ձայների հաշվարկն է: Ընտրական օրենսգրքի նախագծում առաջին բաղադրիչն էլեկտրոնային տարբերակով է իրականացվելու»,- նշեց Մինասյանը:

Նրա խոսքով՝ սա շատ կարևոր է, քանի որ թույլ է տալիս էապես բարձրացնել վստահությունը ընտրական գործընթացների նկատմամբ:

«Երբ քվեարկողը էլեկտրոնային համակարգով ստանում է ընտրելու իրավունք, նա մոտենում է հանձնաժողովի համապատասխան անդամին, ով նրան տալիս է քվեաթերթիկների տրցակը, որոնք գույներով էապես տարբերվում են իրարից:

Այսինքն՝ յուրաքանչյուր կուսակցություն ունի քվեաթերթիկի իր գույնը: Քվեաթերթիկի առաջին էջում նշված են կուսակցության անունը և կուսակցության ցուցակի առաջին երեք թեկնածուների անունները, իսկ հակառակ կողմում այդ ընտրատարա ծքում կուսակցության կողմից ներկայացված թեկնածուների անունները՝ այբբենական կարգով»,- մանրամասնեց Գագիկ Մինասյանը:

Այնուհետև ընտրողը մտնում է քվեախուց, որտեղ, կուսակցության օգտին քվեարկելուց զատ, քվեաթերթիկի երկրորդ երեսին որևէ նշում է կատարում իր նախընտրած թեկնածուի օգտին: «Դրանից հետո ընտրողը քվեաթերթիկը դնում է ծրարի մեջ, տանում է, իր ձեռքով դակում է ծրարը և գցում այն քվեատուփի մեջ»,- ընդգծեց պատգամավորը:

Մինասյանը նաև հավելեց, որ ընտրություններից հետո ձայների հաշվարկը տեղի է ունենալու այնպես, ինչպես մինչ այս ընդունված է եղել:

«Այս համակարգը իսկապես բարձրացնում է վստահությունը ընտրական գործընթացի նկատմամբ: Մենք կարող ենք ակնկալել, որ այդտեղ կարող են քվեարկողներ լինել ինչպես նույնականացման քարտերով, այնպես էլ անձնագրերով: Այդ էլեկտրոնային համակարգը իր մեջ ունի ընտրական տեղամասում ընտրելու իրավունք ունեցող մարդկանց անունները: Այսինքն՝ որևէ մեկը չի կարողանալու քվեարկել ոչ իր ընտրական տեղամասում, որովհետև համակարգը դա թույլ չի տալ ու:

Համակարգը ձայնային և լուսային ազդանշաններով ահազանգում է, որ քաղաքացին փորձում է քվեարկել այն ընտրատեղամասում, որտեղ իրավունք չունի: Սա է այն համակարգը, որ ներառվել է նոր ընտրական օրենսգրքի նախագծում: Ինչպես արդեն ասացի, սա էապես բարձրացնում է վստահությունը ընտրական գործընթացի նկատմամբ»,- ընդգծեց նա:

Գագիկ Մինասյանը հայտնեց, որ ընտրությունների ժամանակ ընտրողների գրանցման էլեկտրոնային համակարգի արժեքը մեկ ընտրատեղամասի համար 600 եվրո է:
