Ընտրական օրենսգրքի ներկայացված նախագիծն ընդամենը հենք է, որի հիման վրա ձևավորվելու է նոր օրենսգիրքը: ՀՀԿ ԳՄ նիստից հետո լրագրողների հետ հանդիպմանն այս մասին ասաց ՀՀԿ խոսնակ, ԱԺ փոխնախագահ Էդուարդ Շարմազանովը:  

«Հիմնական քննարկումները կծավալվեն Ազգային ժողովում: Բնականաբար, կլինեն նաև լսումներ, բոլոր շահագրգիռ կողմերը կմասնակ ցեն քննարկումներին: Մենք պետք է ականջալուր լինենք նաև քաղաքացիական հասարակության ներկայացուցիչների կարծիքներին, ընդդիմության կարծիքներին:

Պետք չէ կատեգորիկ կերպով ասել, որ մերժվել են ընդդիմության և քաղաքացիական հասարակության կարծիքները»,- նշեց Շարմազանովը՝ անդրադառնալով հնչող կարծիքներին, թե ընտրական օրենսգրքի նախագծում հաշվի չեն առնվել ընդդիմության և քաղաքացիական հասարակության կարծիքները:

Նա ընդգծեց, որ ընտրական օրենսգրքի վերաբերյալ հիմնական քննարկումները ընթանալու են Ազգային ժողովում: «Դուք լավ գիտեք, որ կան շատ օրինակներ, երբ կառավարությունն Ազգային ժողով է ներկայացրել օրինագծեր, որոնք հետագայում ենթարկվել են փոփոխությունների՝ հաշվի առնելով ընդդիմության և քաղաքացիական հասարակության առաջարկները: Բնականաբար, չկա նախագիծ, որը կկարողանա իր մեջ ներառել բոլորի բոլոր առաջարկները, սակայն իշխանությունն ունի քաղաքական կամք, որպեսզի լսի թե ընդդիմության, թե քաղաքացիական հասարակության չափավոր առաջարկները»,- հավելեց Ա Ժ փոխնախագահը:

Շարմազանովը համոզվածություն հայտնեց, որ վերջնական արդյունքում կընդունվի ընտրական օրենսգիրք, որը շատ ավելի լավը կլինի ավելի ժողովրդավարական, ավելի պրակտիկ, զրոյի կհասցնի տեսական խախտումների, կրկնաքվեարկությունների հնարավորությունները: «Դա լինելու է այն օրենսգիրքը, որում հաշվի են առնվել մեր միջազգային գործընկերների դիտողություններն ու առաջարկները»,- ասաց Շարմազանովը:

Անդրադառնալով ընդդիմության առաջարկին, թե հարկավոր է ընտրություններից հետո հրապարակել ընտրական ցուցակները՝ Շարմազանովը նշեց, որ այդ հարցում կա Սահմանադրական դատարանի որոշում, որը պարտադիր է բոլորի համար: «Սա քաղաքական որոշման խնդիր չէ: Կա իրավական որոշում, իսկ Սահմանադրական դատարանի ցանկացած որոշում պարտադիր է Հայաստանի ցանկացած քաղաքացու համար: Սակայն մենք պետք է այնպես անենք, որ նոր օրենսգրքում լինեն մեխանիզմներ, որոնք կբարձրացնեն հանրության վստահությունը ընտրական գործընթացների նկատմամբ»,- եզրափակեց ԱԺ փոխնախագահը:
