 Ընտրական օրենսգրքի ներկայացված նախագիծը նախնական տարբերակն է, որը կարող է ենթարկվել փոփոխությունների, եթե լինեն ռացիոնալ առաջարկներ: Մարտի 9-ին լրագրողների հետ հանդիպմանն այս մասին ասաց ՀՀ ԱԺ փոխնախագահ Էդուարդ Շարմազանովը: «Ես հիմնազուրկ եմ համարում այն քննադատությունները, թե իշխանությունները հասարակությունից թաքուն մշակել են ընտրական օրենսգիրքը և ուղարկել Վենետիկի հանձնաժողով: Սա ընդամենը նախնական տարբերակն է, իսկ քննարկումները նոր են մեկնարկում: Այդ քննարկումների ընթացքում մենք կլսենք բոլոր առաջարկները, դժգոհությունները: Եթե լինեն ռացիոնալ առաջարկներ, մենք դրանք հաշվի կառնենք, կարող են լինել փոփոխություններ»,- Արմենպրեսի հաղորդմամբ՝ նշեց Շարմազանովը:

Նա ընդգծեց, որ ներկայացված նախագծի վրա աշխատել է մասնագիտական խումբ, ներկայացրել է ընտրական նոր օրենսգրքի նախագիծը, որն իշխանությունների տեսլականն է, այն հենքն է, որի վրա ծավալվելու են քննարկումները: «Դա մեր տեսլականն է, սակայն մենք երբեք չենք ասում, որ Հանրապետականն ամենախելացին է: Մենք պատրաստ ենք լսել բոլոր առաջարկները, որոնք հնարավորություն կտան բարձրացնել մեր հանրության վստահությունը ընտրական գործընթացների նկատմամբ»,- ասաց ԱԺ փոխխոսնակը:

Շարմազանովն անդրադարձավ նաև ընդդիմության պնդումներին, թե հարկավոր է ընտրություններից հետո հրապարակել ընտրական ցուցակները: Նա նշեց, որ կա Սահմանադրական դատարանի հստակ որոշում, որ ընտրություններից հետո ընտրական ցուցակների հրապարակումը հակասում է Սահմանադրությանը: «Այդ առաջարկն ինձ համար ընկալելի չէ: Եթե կա Սահմանադրական դատարանի հստակ որոշում, իշխանությունը ո՞ր իրավունքով պետք է հրապարակի այդ ցուցակները»,- ասաց նա:

ԱԺ փոխնախագահն ավելացրեց, որ հարկավոր է ամեն ինչ անել հանրության մոտ ընտրական գործընթացների նկատմամբ վստահությունը բարձրացնելու համար: «Մենք ունենք քաղաքական կամք, որպեսզի ապրենք ավելի ժողովրդավարական երկրում, և որպեսզի ընտրական գործընթացներից հետո մեզ մոտ չլինեն հետընտրական ոչ հաճելի զարգացումներ: Ընտրական նոր օրենսգրքով մենք պետք է կարողանանք ձևավորել այնպիսի մեխանիզմներ, որպեսզի մեր հանրության մոտ ընտրական գործընթացների նկատմամբ վստահությունը բարձրանա: Մեր նպատակն է, որպեսզի մենք ծավալենք ոչ թե անձերի, այլ գաղափարների պայքար»,- եզրափակեց Շարմազանովը:
