 Լեռնային Ղարաբաղի հիմնախնդիրն այն հազվադեպ դեպքերից է, երբ գերտերությունները` Ռուսաստանը, ԱՄՆ-ը և Ֆրանսիան հանդես են գալիս կարգավորման շուրջ միասնական դիրքորոշմամբ: Նրանք արել են հստակ առաջարկներ, որոնց հիման վրա կարելի է շարժվել հակամարտության կարգավորման ուղղությամբ: Այդ առաջարկներն արտացոլված են վերոնշյալ երկրների նախագահների կողմից Լեռնային Ղարաբաղի հիմնահարցի վերաբերյալ արված հինգ հայտնի հայտարա րություններում: Հայաստանը ողջունել է դրանք՝ նշելով, որ դրանց հիման վրա պատրաստ է շարունակել բանակցությունները՝ հակամարտության հանգուցալուծումը փնտրելու ուղղությամբ: Այս մասին հայտարարել է ՀՀ արտաքին գործերի նախարար Էդվարդ Նալբանդյանը` «Կոմերսանտ»-ին տված հարցազրույցում: «Մինչդեռ Ադրբեջանը մինչ օրս ձևացնում է, թե նման հայտարարություններ ընդհանրապես գոյություն չունեն»,- Արմենպրեսի հաղորդմամբ` ընդգծել է Նալբանդյանը:

Նախարարը նաև նկատել է, որ ԵՄ-ն բազմիցս իր աջակցությունն է հայտնել Մինսկի խմբի համանախագահների՝ Ռուսաստանի, ԱՄՆ-ի, Ֆրանսիայի կողմից գործադրվող ջանքերին և բազմիցս ընդգծել է, որ Լեռնային Ղարաբաղի հակամարտության խաղաղ կարգավորմանն այլընտրանք չկա: Այդ դիրքորոշումը ևս մեկ անգամ վերահաստատել է ԵՄ Բարձր ներկայացուցիչ Ֆեդերիկա Մոգերինին մարտի սկզբին տարածաշրջան կատարած այցի ընթացքում:   

«Մենք մշտապես բարձր ենք գնահատել Մինսկի խմբի համանախագահների ջանքերը: Ցավոք, հակամարտության կողմերից մեկն այլ տեսակետ ունի։  Ոչ միջնորդները, ոչ էլ Հայաստանը մեղավոր չեն, որ մինչ այսօր հակամարտությունը կարգավորված չէ: Մենք բազմից հայտարարել ենք, որ պատրաստ են գնալ կարգավորման՝ համանախագահների ներկայացրած առաջարկների հիման վրա: Իսկ Ադրբեջանը քննադատում է այդ առաջարկները, մշտապես քննադատում է համանախագահներին: Բանը հասավ նրան, որ Բաքուն սկսեց մեղադրել համանախագահներին իսլամաֆոբիայի մեջ՝ հայտարարելով, որ անիմաստ է նրանց հետ հանդիպելը, քանի որ եռանախագահները ճնշում չեն գործադրում Հայաստանի վրա: Ըստ երևույթին, Ադրբեջանում այդքան էլ ճիշտ չեն ընկալում միջնորդության իմաստը: Միջնորդների ջանքերը պետք է ուղղված լինեն, առաջին հերթին, երկխոսություն սկսելուն, հանդիպումների կազմակերպմանը, կողմերի դիրքորոշումների մերձեցմանը, այլ ոչ թե այս կամ այն կողմի վրա ճնշում գործադրելուն»,-ընդգծել է ՀՀ ԱԳ նախարարը:
