Որ կադրային վերջին վերադասավորումներն ինքնանպատակ չեն և խաղի նոր կանոններ են ենթադրում, պարզից էլ պարզ է: Մասնավորապես, կառավարությանն առընթեր պետական եկամուտների կոմիտեի նորանշանակ ղեկավար Հովհաննես Հովսեփյանի առաջխաղացումը բնավ էլ «պատահականությունների» ոլորտից չէր և միանգամայն հստակ նպատակադրում ունի: Քաղաքական խոհանոցին անտեղյակ ընթերցողների համար ասենք, որ ի սկզբանե Հովհաննես Հովսեփյանը համարվում էր Հովիկ Աբրահամյանի մերձավորագույն շրջապատի մարդ, սակայն ութ տարի շարունակ ՀՀ նախագահի վերահսկողական ծառայության ղեկավարի պաշտոնը, մի տեսակ, փոխեց ծանրության կենտրոնը՝ այն ուղղորդելով դեպի Սերժ Սարգսյան: Ծանրության կենտրոնը՝ ծանրության կենտրոն, այդուհանդերձ, նախագահի նստավայրում նրան այդպես էլ չհաջողվեց այդ ութ տարիների ընթացքում լիակատար վստահություն ձեռք բերել և համարվել թիմի լիարժեք անդամ: Հատկապես երիտասարդ «ապարատչիկները» միշտ էլ որոշակի թերահավատությամբ էին վերաբերվում վերահսկողականի պետին, թերևս չկարողանալով մոռանալ, որ վերջինս ինչ-որ ժամանակ եղել է իր «ադաշի»՝ Հովհաննես Արգամիչի «մարդը»: 

Ավելորդ չենք համարում հիշատակել նաև, որ պետեկամուտների նորանշանակ նախարարի եղբայրը Ռուսաստանի Դաշնությունում բավականին ճանաչված մեծահարուստ է և մեկ անգամ չէ, որ դիմել է Սերժ Սարգսյանին՝ եղբորն ավելի ներկայանալի որևէ պաշտոն տալու խնդրանքով: Ահա և եկավ ժամանակը, նախագահն էլ ձևը գտավ խնդրանք-հորդորը բավարարելու, սակայն մի շատ կարևոր վերապահումով: Այս պաշտոնը, կարելի է ասել, հավատարմության յուրատեսակ թեստ է Հովհաննես Հովսեփյանի համար, ինչը պատվով պիտի հաղթահարել կամ էլ հայտնվել գործը տապալածի աննախանձելի վիճակում: Հստակեցնենք. բանն այն է, որ նրան հանձնարարվել է ամենայն բծախնդրությամբ ստուգել Հովիկ Աբրահամյանի բոլոր բիզնեսները, իսկ դա, խոստովանենք, հեշտ գործերից չէ, հատկապես, եթե հաշվի ենք առնում նախկին ջերմ հարաբերությունները: 
Դե ինչ, «խայծը» նետված է, այն էլ՝ բավականին թափանցիկ խայծ:

Չմոռանանք, որ ոչ մեկին «սիրուն աչքերի» համար պետեկամուտների կոմիտեի ղեկավար չեն նշանակում:
