Արփինե Հովհաննիսյանը դիտորդների և լրագրողների թվի սահմանափակումը լավագույն տարբերակ չի համարում

ՀՀ արդարադատության նախարար Արփինե Հովհաննիսյանը նշում է, որ Ընտրական նոր օրենսգրքի նախագծով ընտրատեղամասերում լրագրողների և դիտորդների թվի  սահմանափակումը նպատակ ունի խուսափել իրավիճակներից, երբ դիտորդների և լրագրողների անվան տակ ընտրական տեղամասերում հայտնվում են այս կամ այն թեկնածուի վստահված անձինք: Միևնույն ժամանակ, նախարարն ընդգծում է, որ սա լավագույն տարբերակը չէ նման իրավիճակներից խուսափելու համար ու դոգմա չէ: «Ես պատրաստ եմ ձեզանից էլ լսել առաջարկներ, որոնք կարող ենք քննարկման առարկա դարձնել: Խնդիրը հետևյալի մեջ է: Մենք սա արել ենք, որպեսզի այն անձինք, ովքեր դիտորդ չեն, զանգվածային լրատվության միջոցի ներկայացուցիչ չեն, դիտորդի և լրագրողի անվան տակ չհայտնվեն տեղամասերում: Մենք մտածել ենք այս ամենը կանխելու համար կիրառել սահմանափակման մեխանիզմը: Սա աշխարհի շատ երկրներում տարածված մոդելներից մեկն է, սակայն լավագույնը չէ»,-  Արմենպրեսի հաղորդմամբ՝ լրագրողների հետ զրույցում նշեց Արփինե Հովհաննսիյանը:

Նախարարը հավելեց, որ Ընտրական օրենսգրքի նախագծի հանրային քննարկման ժամանակ առաջարկ է հնչել սահմանել, որ ընտրական տեղամաս կարող են մտնել այն լրագրողները, ովքեր իրենց հավատարմագրման ժամանակ ներկայացնում են ապացույցներ, որ մեկ տարի է, ինչ գործունեություն են ծավալում: «Սա առաջարկներից մեկն է, որը մենք կքննարկենք: Մեր նպատակն այն է, որպեսզի տեղամասերում լինեն միայն այն անձինք, ովքեր եկել են իրենց գործառույթն իրականացնելու: Մենք ցանկանում ենք, որ լրատվամիջոցի կամ դիտորդի անվան տակ այլ մարդիկ չմտնեն ընտրական տեղամաս և խոչընդոտեն հանձնաժողովի աշխատանքը: Շատ դեպքերում, երբ լինում են կուտակումներ, տեղամասային հանձնաժողովի անդամների համար շատ դժվար է լինում վերահսկել իրավիճակը, իսկ կուտակումները լինում են հենց այն պատճառով, որ լրագրողների և դիտորդների անվան տակ ինչ-որ մարդիկ մտնում են տեղամաս ու խանգարում են հանձնաժողովին աշխատել»,- մանրամասնեց նախարարը:

Նա ևս մեկ անգամ շեշտեց, որ իրենք պատրաստ են այս խնդրի վերաբերյալ լսել ցանկացած առաջարկ, քննարկել ցանկացած մոդել, որը կարող է նպաստել խնդրի կարգավորմանը: Նա նշեց, որ լրագրողները ցանկացած պահի կարող են ներկայացնել իրենց առաջարկները: «Ցանկացած պահի, քանի դեռ ընթանում են ընտրական օրենսգրքի քննարկումները, կարող եք ներկայացնել ձեր առաջարկները, ես պատրաստ եմ քննարկել: Ես անգամ պատրաստ եմ լրագրողների հետ առանձին քննարկում կազմակերպել: Շատ հնարավոր է, որ դուք կարողանաք ներկայացնել ավելի ողջամիտ տարբերակներ, քան աշխարհի տարբեր երկրներում կիրառվում են»,- եզրափակեց Հովհաննիսյանը:
